近年相關軍事事務革新、網狀化作戰、C4ISR的研究與應用相當熱門且廣泛,然而針對作戰指管流程之資訊過載現象卻較少觸及;換言之,似乎多數對於C4ISR系統抱持的是種較正面積極的看法;同樣的,相關企業供應鏈的研究、實務運用層面也愈趨廣泛、深入,因此本研究嘗試藉由商業上類似的系統發展概念、架構與目標-垂直及橫向整合流程上的問題-來做相互的比較分析。 本研究係基於商業、軍事上相關「商品/軍事/資訊」供需理論與文獻,透過縝密分析研究與歸納整理,並導入美軍相關作業數據、實戰報告作為驗證;研究發現在資訊傳遞(指管流程)的路徑上,易於傳遞鏈路的起點與終點產生「過載」的現象;而透過商業供應鏈的「推」、「拉」式概念,確可相當程度舒緩此種現象,使系統發揮其最佳效益。
In decades, the researches on Revolution Military Affairs, Network-Centric Warfare, and C4ISR were popularly and extensively but less focus on the information overloading of the workflow/working-process; in another words, most are positive with the C4ISR system. Meanwhile the research and practice of the supply chain were getting mature. Therefore we are trying to discuss the information overload, which in comparison with the infrastructure, work-flow and also the similar goal to integrate the vertical and horizontal of its service area. This thesis is base on the Supply Chain theories and documents which relevant in commercial/business and military affairs. With investigation and examination on the practical data and reports from US military, the result shows the phenomenon of “overload”will be in the both end of the transmission route(Command and Control process); And also may be stretch the tense by adopting the “Push”, “Pull”concepts of SCM, and then develop the appropriate benefit of the C4ISR system.
