專利分析與技術生命週期預測之研究-以指紋辨識技術為例

摘要


自從美國發生911恐怖攻擊事件之後,世界各國無不重視國家、社會及人民生命財產的安全,其他無論在安全監控、銀行網路交易、企業資訊安全、…等市場上,均預言未來利用生物科技辨識身份的技術將會取代傳統的密碼辨識,因此促進了生物辨識科技的蓬勃發展。 將「生物辨識」技術運用在數位安全監控產業,除了吻合政府兩兆雙星計畫外,並跨足了半導體、視訊影像、數位內容及生物科技四大領域,前景應是無可限量。而高科技及傳統產業也紛紛將專利管理列為公司的核心業務,並視專利分析為企業重要的技術部署戰略工具。 本論文針對目前較為普及且接受度較高的指紋辨識系統,從專利地圖分析的角度,來觀察指紋辨識技術發展的狀況,運用相關工具來預測其技術生命週期的發展趨勢,並探索國內採捺指紋及建立指紋資料庫等行為與個人隱私權等問題與阻礙,以供產官學界參考。 本研究結果發現,指紋辨識技術目前可能步入技術成熟期,指紋技術已有相當程度的穩定度,價格、品質與服務將是未來競爭的關鍵。在應用推廣方面,政府應觀摩世界各國推展生物辨識技術時對個人隱私權的處理模式,注意相關法令與政策配套措施的完善。另外也需注意新興手指靜脈辨識技術可能是取代指紋辨識技術明日之星,而業者應謹慎思考未來的研發方向,以及如何運用台灣良好的代工模式創造利基。

Since 911 terrorist attacks happened in U.S.A., all countries have paid attention to the security of country, society and people's lives and properties. On the market, it is predicted that biometric recognition technique will replace the traditional safe mechanism of password in the future, no matter what applications of security control, and will prosper enterprise's information security, etc. Biometric recognition techniques not only correspond to Taiwan government's "Two Trillions and Two Stars" developing plan, but also step into semiconductor, video image, digital content and biotechnology four major fields at prosperous prospects. In high-tech industry and traditional industry, patent management is classified as one of the core businesses of a company, and patent analysis is treated as an important strategic tool in enterprises. This thesis focuses on fingerprint recognition system. It examines the development of fingerprint recognition techniques through patent map generation, and forecasts the trend of technology life cycle. In addition, some questions, such as the behavior of gathering the fingerprint; creating fingerprints' database and personal privacy, etc., are explored for future reference. The result reveals that fingerprint recognition technology may step into the mature period and the fingerprint technology keeps stable so far. Therefore, its price, quality and service will be the key factors to gain an advantage over competitors in future. To popularize this technology, the government should refer to other countries approaches and review the issues of personal privacy, perfection of the relevant decree. Besides, the new finger vein authentication technology may replace traditional fingerprint recognition technology. Industries should prudently plan its R&D activities to meet this technology trend, and take advantage of the strength of Taiwan's manufacturing capability to create the business opportunity.
