捷運統包工程標案的管理包含水電、環控、軌道及機電系統工程的技術整合與施工。在整合專業技術工程時導入型態管理,藉由型態管理與世界接軌並進而往國際化發展被認為是必然的趨勢。本研究藉由文獻回顧與深度訪談,檢視捷運統包承商型態管理的執行情況,探討其所面對的管理問題並提供可能的解決方案,以期能在未來建立更有效的型態管理系統。 我們發現,目前捷運工程中的型態管理並未受到足夠重視,其主要原因包括(1)管理階層對於型態與品質管理分野未能清楚認知與界定,(2)執行型態管理於捷運工程中未必符合成本效益,(3)捷運事故案件數目有限,在統計分析事故原因時,往往又無足夠證據可將特定事故歸因於型態管理上的失誤。因此工程上往往只要求60分的型態管理—即做好基礎文件管制。 未來可考慮應用低成本的管理系統軟體來協助型態管理的進行,除有效管控資料庫外,更能迅速表現重要界面間的關係。
The management of MRT turnkey project encompasses utilities, environmental control, track, and technical integration of electrical and mechanical engineering system. To implement Configuration Management in the integration of technical engineering and have it joined the world to facilitate internationalization is considered an inevitable trend. This study inspects the MRT turnkey project contractor’s implementation of the configuration management via literature review and in-depth interview; further, discusses the encountered managerial problems so as to provide likely solutions for establishing a more effective configuration management system. Results of this study showed that the configuration management of MRT engineering obtains insufficient respect and the major reasons including (1) the management teams are vague about the definition and perception between Configuration Management and Quality Control; (2) the execution of MRT project Configuration Management might not achieve cost efficiency; (3) the accidents which occur at MRT might not be counted as mistakes caused by poor implementation of configuration management. Therefore, a contractor usually enforces the minimum configuration management requirement– namely to implement only the document control. In the future, adopting low cost software to assist the Configuration Management may not only help to manage database more effectively but also help revealing the relationship among important interfaces more rapidly.
