中文摘要 2001年志願服務法頒布之後,志願服務工作的議題越來越被受重視,本研究針對桃園縣志願服務團隊的管理進行質化研究。以政府部門、財團法人和社團法人為研究對象,針對政府部門訪談了文化類和醫療類志工,而非政府部門以屬於財團法人的醫療類志工和社會福利類志工以及屬於社團法人的社會服務類志工為受訪單位,分別訪談領導者與志工共計10人。研究結果如下:桃園縣政府部門志工參與動機以「利己」為最強烈;財團法人志工參與動機以「利他」最為強烈;而社團法人志工則兼具「利己」和「利他」的動機;就對外連結而言,政府部門醫療類和財團法人社會福利類屬於「封閉式團隊」;而財團法人醫療類屬於「開放式團隊」;政府部門文化類及社會服務類則屬於「半開放式團隊」;就團隊承諾而言,文化類志工以「組織酬賞」為最;醫療類志工以「任務酬賞」為最;社會服務類志工以「自我認同」為最;財團法人社會福利類以「歸因論」與投注理論為強;本研究建構出四種模型:文化類和社會服務類屬於「任務模式」、政府部門醫療類屬於「傳承模式」、財團法人醫療類屬於「創新模式」、財團法人社會福利類屬於「放任模式」。
ABSTRACT This study was a qualitative research of volunteer teams in the divisions of Taoyuan County Government and non-governmental organizations. Among the governmental divisions, the Bureau of Culture and Taoyuan General Hospital were selected. Among the non-governmental organizations, Chang Gung Memorial Hospital and Genesis Social Welfare Foundations were selected. A total of 10 volunteers from these divisions (or organizations) were interviewed. The research findings were summarized as follows: The main motivation of volunteers in the governmental divisions was “egoistic”, while that of volunteers in the non-profit foundations was “altruistic”. The motivation of volunteers in associations was both “egoistic” and “altruistic”. In terms of external connections, volunteer teams in Taoyuan General Hospital and Genesis Social Welfare Foundation were “closed teams”, those in Chang Gung Memorial Hospital were “open teams”, and those in the Bureau of Culture and Volunteers Association were “semi-open teams”. In terms of team commitment, the teams in Bureau of Culture were most committed to “organizational reward", those in Taoyuan General Hospital and Chang Gung Memorial Hospital were most committed to “task reward”, those in the Volunteers Association were most committed to “self identity”, and those in the Genesis Social Welfare Foundation had the strongest commitment to “the attribution theory” and “the side-bet theory”. In this study, four models were constructed. The Bureau of Culture and Volunteers Association were based on the model of “going by the law”, Taoyuan General Hospital was based on the model of “following the established rules”, Chang Gung Memorial Hospital was based on the model of “professionalism and innovation”, and Genesis Social Welfare Foundation was based on the model of “liberalism”.
