摘 要 本研究利用質性研究以用深度訪談的方式。探討桃園縣三所國民小學志工組織的運作,從志工參與動機與持續參與志工組織原委、校園志工組織在人力資源上的規劃與組織運作,以了解學校志工影響參與的因素及學校義工組織的成立、運作情形及其困境與未來展望。 本研究主要發現如下: 一、校園志工組織參與動機與持續動力因素是多元化的,我們可以從多面向來了解人們參與學校志工行列,不同參與動機因素與持續服務動力意願強弱有關。 二、校園志工招募方式以宣傳單的招募最為普遍,但其成效不大,而同心員招募的方式是目前校園志工所募得最主力與持續力的對象。 三、國小志工組織的成立與組織內各組成立的原委與社會環境以及教育方向息息相關。 四、學校校長帶領學校運作,必須把志工當成的一份子,注重真誠、善用督導技巧、適時予以口頭讚美與心理獎勵,將有助於志工業務之推展。 五、缺乏專職單位的管理以及經費上的窘境,是國小志工運作上共同的困境。 六、志工組織本身為一個鬆散的組織團體,因此在連絡事情無法有時效性、立即性造就了訊息接收上有了落差,組織內部資訊傳遞效率不足,溝通管道難以通暢。 關鍵字:志工、組織運作、人力資源
Abstract This study aims to explore the organizational operations of the campus voluntary service groups (VSG) in three elementary schools in Taoyuan County, in the fashion of in-depth interviews for qualitative research, encompassing the volunteers’ motivation of participation and causes of staying active, the planning on human resources by campus VSG and the organizational operations, further also tackling factors affecting the participation of VSG, and particularly going through the establishment and the practical operating conditions, challenging situations of campus VSG also the prospect. The findings of this study are summarized as the follows: 1. The motivations and factors for participation and stay active in campus VSG are multiple and diverse; this allows us to look into campus VSG members, difference in participation motivation factors demonstrates a relation with intensity in willing of staying active steadily. 2. In recruitment of campus VSG members, distributing promotion flyers is the most popular practice, seeing little feedback, while “the Concentric Circles Recruitment” proves the top notched pattern having recruited the members playing as key players and staying active steadily. 3. The facts indicate that the causes of the establishment of elementary school campus VSG and the formation of internal functioning groups have close ties and intertwin with the social environments and educational directions. 4. A principle or schoolmaster leading the school operations once treats VSG members as school stuff, by interacting sincerely, using supervision skills sophisticatedly, and giving oral admiration and spiritual recognition and award at good timing, will be helpful for promotion of voluntary services. 5. Running short of management provided by an excusive department and insufficient in fund is the dilemma and difficulty commonly found in the elementary campus VSG. 6. By nature a VSG is a loosely structured organization, hence it shows the deficit of poor timeliness and immediacy in contacting for task information thus leading to delay in information receiving and poor efficiency in internal information transmission, and ultimately a communication channel far from capable of smooth and instant delivery.
