資訊知識快速累積下,知識之需求及更新已越趨強烈。因此,終生學習風潮已漸漸打破傳統的直線教育,而建立終身教育與回流教育成為現今重要的教育策略方針。而各教育單位皆陸續成立「推廣教育」單位,也正是創新發展及推動終身學習最直接的方式。 大學推廣教育在各大學的積極推展之下,已建立國人終身學習的觀念與價值。然而各大學為自籌經費,形成百家爭鳴的競爭態式,加上少子化的社會現象與全球化的發展,使得大學推廣教育市場形成高度競爭;如何找出大學本身的特色與優勢並從中脫穎而出,是各大學推廣教育機構之管理者努力探索的目標。 本研究逶過個案研究及深入探討N大學進修推廣學院企業化經營在達到一定的經濟規模後,資訊委外所形成的影響,抑或者是否有資訊委外的必要性,藉由相關資訊收集、分析的方式,深入探究組織變革後資訊部門是否有利潤中心或跨部門資訊資源整合的空間存在,並希望研究結果能提供做為各學校在進修推廣組織轉型決策考量之重要參考指標。 研究結論: 一、資訊部門在成本分析下,長期考量下將資訊系統自行維護將有效 降低成本,且在知識移轉上也能建立風險評鑑之附加價值。 二、資訊部門轉型為利潤中心制度將有效推動各部門內成本分攤的概 念,並可有效計算各部門實際淨盈餘。 三、資訊系統及人力資源方面的跨組織整併,有助於長期降低人力 成本及資訊資源之整合再利用。
As the information and knowledge are both fast accumulating, the needs for their management are getting stronger. Therefore, life-long learning trends to gradually break the traditional linear education. Establishing life-long education and return education have become the important education policies. Every educational unit has set up “extension” centers. The extension education has become a highly competitive market because every university was jumping in it looking for money, plus the declining incoming freshmen number. To find out the the advantages over all the competitors is the goal of the managers of every extension education center. This research used case study and discussed the information outsourcing influences, and the impact of the economic scale. We collected related data, analysis them, and then discussed the possibility of cross-section information integration after organization reform. We hope the result can provide important references for every school to consider when reforming the extension education. Results: I.Under cost analysis and long term consideration, self-maintenance of the information system may effectively lower the cost, and set up additional value of risk appraisal when transferring knowledge. II.Transforming the information department into the profit center may promote the cost distribution within departments, and calculate the actual net profit. III.The cross-sectional integration of information system and human resource helps reduce long term manpower cost and information integration and reuse.
