基層醫療連鎖經營可行性之研究-以桃園眷村為例

摘要

全桃園之榮民、榮眷總人口總數達27萬餘人，單就桃園縣榮民眷而言，單月總就醫次數就達133萬人次，而退輔會卻僅於桃園市區設置一所榮民醫院，無法完整提供其所需之醫療，加上健保給付政策之衝擊，致使大型醫院以減診、限診來控制醫療之成長，更凸顯眷村醫療之貧瘠。
本論文藉以探討眷村醫療連鎖經營之可行性，研擬出基層醫療之另一線生機，研究結果分析乃採管理及需求層面深度訪談之綜合意見，輔以劃分區域及科別規劃去分析經營之可行性，並結合連鎖經營管理之設備規劃、醫師交流、人力召募、財務預估來進行研討。　　
研究結論顯示，眷村醫療可藉連鎖經營來促成整合，並減少耗用，以達降低成本之目的。研究結果可從顧客面探討出以多元的醫療服務，加上貼心的看診時段來吸引顧客的到來，建立其就醫之忠誠度，必能突破民眾大醫院與小診所的迷思。而財務面方面，五年結算總利潤達19,345,200元。而管理面而以合理的獎勵金分配模式，建立利潤共享制度，如此基層醫療才能永續經營。

A procedure is The total population of Military-dependent’s village in Taoyuan is over 270,000. For their taking medical treatment is up 1330,000/persons, Veterans Affairs Commission Executive Yuan just sits one Taoyuan Veteran Hospital in Taoyuan city. It can’t provide all medical treatment, in addition, was affected by payment policy of National Health Insurance which cause reduce and limited outpatient service to control medical treatment growth. Therefore, reveal the medical treatment insufficient of Military-dependent’s village.

This thesis probes into the feasibility of basic medical service chain-management and research another vitality during base medical treatment. The result analysis is based on integrated opinion from interview of management and demand assisting with division location and department to analyze the operation feasibility. Also combine with the facilities plan, doctor interchanged, human recruit and finance budget to deliberate.

The conclusion is Military-dependent’s village medical service can be integrated and reduced consumption by chain management to reduce cost. The multi-medical service is come out from the result of researching from customer outlook, thoughtful opening time attract more patients to build up their royalty. So we can breakthrough the astray between big hospital and small clinic. Regarding finance, the total profit is 19,345,200. In management, reasonable reward allotment builds up the system of partaking profit. Therefore base medical service can continuing working. Sum up, the research of basic medical service Chain-Management in Taoyuan military-dependent’s village is feasibility.
