高雄市莫拉克風災災後社區重建專職人力培力計畫運作經驗探討

A study on the experience of implemtnting Post-Typhoon Morakot Community Reconstruction Empowerment Project in Kaohsiung City

摘要


延續九二一大地震災後重建的政策與經驗,由地方政府在受災區成立重建中心,但莫拉克災後社區則由中央政府主導並委託民間機構設立,地方政府成為間接督導的角色,在此重建背景與脈絡下,前高雄縣政府社會處運用社會捐款,同步提出『八八風災社區重建在地組織人力支持計畫』(以下簡稱人力支持計畫)補助專職人力,培力在地組織,一起參與偏鄉部落的災後重建工作。 本研究以社區培力的觀點訪談輔導團隊與業務承辦人員共五人,運用質性研究方法及檔案分析,同時採用與分析專職人力經驗分享的文章,以了解人力支持計畫發展的背景與運作經驗以及專職人力培力過程遭遇的困境與挑戰。 經訪談與檔案資料分析的結果,初步獲得以下五項結論,前高雄縣社會處社工專業團隊與社造基礎造就『人力支持計畫』;建立在地組織間的工作圈模式,促進區域合作;公私協力建立優質的培力團隊;人力遴選在地化與培育多元化;透過培力與陪伴,促進專職人力的改變。 最後,根據上述研究結果,針對偏鄉部落的災後社區重建政策與地方政府提出以下建議:地方政府宜建立方案計畫整合平台、培力輔導機制轉型與延續、偏鄉部落災後社區培力經驗的社工省思。 關鍵字:社區重建、社區培力、人力支持計畫

Continuing the policy and experiences in the 921 earthquake post-disaster reconstruction, the Life Reconstruction Service Centers among disaster areas were built up by the local government. However, the ones among those disaster areas of Typhoon Morakot were mainly led by the central government and were built up by commissioning to the private units that made the local government’s role shift to an indirect supervisor. Under this reconstruction background and context, the former Kaohsiung County proposed the “Project of Supporting Human Resources and the Community Reconstruction for the Typhoon Morakot Disaster Areas” utilizing the donations from society both to fund the fulltime manpower and to empower the local organizations to participate together for the post-disaster reconstruction works of the remote areas. Using the community empowering perspective, qualitative research method was utilized in which interviews were conducted respectively with the guidance team members and the staff in charge, totally five persons. On the other hand, an archival analysis method was also utilized to analyze the full-time manpower’s posts regarding their experiences. This study was aimed to understand the background of development, operational experiences, and the difficulties and challenges on the empowering process of full-time manpower. After analyzing the data of interviews and archives, five preliminary conclusions were made including: the manpower supporting of community infrastructure project proposed by the Social Affairs Bureau of former Kaohsiung County Government, the high quality empowering team which was constituted by the public and private units, localizing the recruitment of manpower and diversifying of training, achieving the change of fulltime manpower through empowering and accompanying, building the working subgroup model to facilitate regional cooperation. At last, based on the results, several suggestions regarding the reconstruction policy and local government for the remote areas are provided including: the transforming and continuing of the empowering and guiding mechanism, building a platform to incorporate the programs and plans by local government, the reflective thoughts on social work based on the post-disaster community empowering of remote areas.
