社會工作主管救災經驗之探討-以高雄縣處理莫拉克風災為例

摘要

近年來全球嚴重的災害事件頻傳，救災效能的提升考驗著政府與國家的災害管理機制。社會工作專業面對災害救援工作當然也責無旁貸，但是嚴重的災害事件所衍生出的龐大需求，會迫使社會工作的專業知能陷入困境。有鑑於此，本研究採取質性研究方法，透過深度訪談的資料蒐集，瞭解社會工作主管緊急與嚴重的災害事件中，所呈現的救災經驗與其災害管理能力。
本研究以高雄縣為研究場域，採立意抽樣方式，深度訪談6位公私部門的社會工作主管。研究結果顯示，由於災害涉及高度不確定性與強大的破壞力，一般社會工作主管常態的管理能力無法立即回應災害救援的需求，然而在此基礎上，強化跨機構與跨專業的協同合作方式，有助於強化機構回應災害事件的能量。也因此，資源的動員與管理能力、資訊的傳遞與管理能力、與跨專業/跨機構合作的溝通與協調，都成為影響災害救援成效的重要因素。本研究結果可作為社會工作主管災害管理培訓課程之基礎，有助於瞭解社會工作主管在災害救援過程中的任務與分工，並進一步提升社會工作主管災害管理能力，強化整體社會工作回應災害事件的能量。

The research purpose was to understand the social worker in charge of emergency and severe disaster event, presented their experience in disaster relief management.
The study was a qualitative research and collected data in-depth interviews. Six social work directors were interviewed in government and NPOs in Kaohsiung County.
This research results present as follows:
1.The unpredictable and destroy disaster, the social work directors could not immediately respond to the demand.
2.To advance inter-agency collaboration and multi-disciplinary approach, help to strengthen institutions to respond to disasters of energy.
The recommendations present as follows:
1.Mobilization, information delivery, and multi-disciplinary / inter-agency cooperation, communication and coordination, are the factors impact the effectiveness of disaster relief.
2.This research result can provide the basic training courses for the social worker directors in disaster condition.
