建構農業生物科技園區關鍵成功因素之研究

摘要

本研究欲探討農業生技園區之關鍵成功因素，並以「屏東農業生技園區」與「台灣蘭花生技園區」為主要研究對象，運用模糊德菲法與模糊層級分析法（FAHP）為研究分析方法，並依據判斷抽樣法選取問卷調查對象，逐步分析各個構面與評估準則間的權重關係。研究結果顯示，第一階段模糊德菲法專家問卷分析後，「屏東農業生技園區」方面，共萃取5項次構面，並篩選出21項具專家共識的評估準則；「台灣蘭花生技園區」方面，共萃取5項次構面，並篩選出19項具專家共識的評估準則。第二階段模糊層級分析法問卷分析後，在「屏東農業生技園區」方面，則萃取出「園區設立倉儲與物流中心」、「園區網路資訊服務的提供」、「園區廠商的運輸配送管理」、「園區行銷推廣的能力」、「園區掌握全球市場趨勢」、「對外規劃舉辦農技推廣教育活動」等6項因素，為建構「屏東農業生技園區」時之關鍵成功因素；另外，「台灣蘭花生技園區」方面，則萃取出「園區行銷推廣的能力」、「對外規劃舉辦農技推廣教育活動」、「園區網路資訊服務的提供」、「園區廠商的運輸配送管理」、「國內外科技人才的整合」、「園區設立倉儲與物流中心」等6項因素，為建構「台灣蘭花生技園區」時之關鍵成功因素。

The main purpose of this research is to explore the key success factors of the Agricultural Biotechnology Park.And Pingtung Agricultural Biotechnology Park and Taiwan Orchid Plantation are taken to be as the main objects of study in this investigation.We apply the theory for the fuzzy Delphi and fuzzy AHP as our methods, and then analyze the data gathered from questionnaires. All the samples are chosen by using judgment sampling. After the first stage of fuzzy AHP analysis, we extract 5 dimensions and 21 criteria in the Pingtung Agricultural Biotechnology Park ; 5 dimensions and 19 criteria in the Taiwan Orchid Plantation. After the second stage of fuzzy AHP analysis, we extract 6 key success factors for the Pingtung Agricultural Biotechnology Park, such as Establishment of Storage and distribution center of the park, Supply of the network information service of the park, Management of the transportation and distribution for the factory of the park, Ability of the sales and spread of the park, Command of the global market tendency of the park , External plan and action of agricultural biotechnology education. On the other hand, we also extract 6 key success factors for the Taiwan Orchid Plantation, which are Ability of the sales and spread of the park, External plan and action of agricultural biotechnology education, Supply of the network information service of the park, Management of the transportation and distribution for the factory of the park, Integration of the overseas and internal talents, Establishment of Storage and distribution center of the park.
