航機前艙組員指派問題之研究

摘要

航空業的蓬勃發展，各航空公司航線亦逐步拓展，然而航空公司在人員費用支出方面僅次於燃油費用，因此具良好的營運及前艙組員指派上有充分之規劃，亦可帶動公司之獲利成長。飛航作業中，前艙組員之運作於整體飛航安全中扮演極為重要之角色，前艙組員於執勤時需長時間全神貫注，容易導致加速前艙組員之疲勞程度，因此前艙組員之執勤班表如何有效規劃，使航空公司能在前艙組員指派上有良好的安排，亦能降低營運成本且兼顧前艙組員疲勞狀態等飛安方面之考量，此對航空公司而言為一重要的營運與飛安課題。
本研究以我國籍A航空公司之立場，考慮前艙組員人數、法規限制飛航時數與職務差別等相關因素，並納入前艙組員疲勞值之考量，以建構人力成本最佳化為目標之前艙組員指派數學模式，期能提供航空公司規劃前艙組員月班表之參考。
最後，本研究根據實證結果得知，當A航空公司前艙組員人數規模在52人時，於考量不同疲勞函數、疲勞值上限以及人力小時成本時，所得到前艙組員之月排班表的目標值較佳，而本研究成果亦可提供其他航空公司未來規劃前艙組員指派作業之參考依據。

Due to the booming aviation industry, the airline's route network were also gradually expanded, however, airline's fuel costs is second only to labor cost, a good operating to assigned adequate planning pilot can also be driven company's profit growth, in flight operations, the operation of the pilot plays a extremely important role in the overall safety of flight, it was easily lead to accelerated fatigue of the pilot when they need to concentrate on their job for long time. How to effectively plan pilot shift table will be the key factor for airline to have good arrangements in pilot assignment. And it also can reduce operating costs, lessen the pilot fatigue. For these two concerns, it is important issue for airlines.
In this study, for the consideration on the number of pilot, the regulations of flight hours and the differences of job function, and also take care on pilot fatigue to build up the best model on the pilot assignment for the goal of the best cost on human resource. Look forward it could be the reference for the airline on the shift arrangement.
Finally, based on the empirical results of this study that when the size of the total number of pilot personnel in the 52, taking into consideration the different functions of fatigue, fatigue limit values as well as the cost of labor hours obtained better target research results. We hope the study can benefits to the airlines of future planning pilot staff operations and personnel assigned for each task class reference to the job of the table.
