行動應用對臺灣汽車運輸產業管理之影響

摘要

行動應用係指使用者以隨身攜帶的科技設備，透過通訊網路傳輸，即可取得即時的資訊，其內容包羅萬象，舉凡新聞、財經、通訊、社交、娛樂、購物…生活周遭所需要的訊息或物品，均可由行動平台取得，相當便捷。
汽車運輸產業為陸上交通運輸重要工具，依公路法第34條及汽車運輸業管理規則第2條規定的9種運輸業中，計程車業因為具備普及性及便利性的特色，成為大眾所常使用的交通工具。尤其在都會區，計程車更是占公共運輸系統相當重要的一環，以大臺北都會區為例，每日計程車載客服務人次超過130萬人次，約占全國50%以上營運量，其營運措施之更動，影響公眾層面甚鉅。
將行動應用UBER與計程車營運特色相結合，雖然無法得知將對目前計程車產業的營運模式會有多大的影響，但可以肯定的是必然會產生經營管理上的變動，甚至改變政府的管理政策，進而促使政府部門必須修改相關管理法令，才足以因應行動應用所帶來的衝擊，亦彰顯其深具研究並付之實現之價值。

Mobile Application means available instant information for users through network communication and transmission by portable technology devices. The information is comprehensive, such as news, finance and economics, communication, social intercourse, entertainment, shopping …etc. It is convenient to obtain request information or materials around our life through mobile platform. Mobile transportation business is an important transportation on land. According to the nine transportation businesses which are involved in the 34th clause of Highway Act and the second clause of Mobile transportation management rule , taxi has becomes the most common transportation for public due to its popularity and convenience. Especially in metropolitan, taxi is a very import part of public transportation. Taking Taipei for example, there are more than one million and three hundred thousand passengers taking taxies everyday. It is more than fifty percent of taxi passenger capacity in Taiwan. If there is any change on measures of taxi management , it will influence public transportation very much. Although we don’t know how much influence of Mobile Application USER and taxi business character combination on current business mode, it brings change on business management definitely; even changes management policy of Government. If that happens, it will prompt our government to modify relative management act to adapt Mobile Application shock sufficiently, and it will also show great value of research and implement.
