十二年國民基本教育入學方式政策變遷之研究

摘要


摘要 本研究旨在探討十二年國民基本教育入學方式政策之發展沿革,其次分析十二年國民基本教育入學方式政策變遷之過程及類型,最後再根據研究結果提出相關建議,以供教育行政機關未來修正入學方式政策之參考,以及未來之研究方向。本研究採文件分析法針對相關書籍、博碩士論文、期刊論文、教育部網站資料、立法院國會圖書館等作為主要文獻,來分析十二年國教入學方式之發展沿革、政策變遷之過程,以及類型。本研究獲得以下結論: 一、十二年國教入學方式之發展沿革可分為四個階段。 二、我國延長國教政策之發展歷程:1999年以前聚焦於延長以職業教育為主的國民教育,2001年以後逐步研擬、規劃、推動及執行十二年國教。 三、我國十二年國教入學方式共歷經四次政策變遷。 四、問題流程主要源自入學方式的缺失、教改活動的發起、社會事件的發生;政策流程一直都有,只是版本不一樣;政治流程主要源自解嚴及總統大選。 五、十二年國教入學方式四次政策變遷類型都屬於「政策賡續」;「自學方案」及「擴大高中職及五專免試入學實施方案」均屬於「政策賡續」中的「線性賡續」;「高中及高職多元入學方案」及「十二年國教免試入學及特色招生方案」均屬於「政策賡續」中的「非線性賡續」;「自學方案」及「高中職多元入學方案」兩個方案最後結果屬於「政策終結」。 六、我國教育政策變遷之類型,大部分是以「政策賡續」的方式進行。 最後根據文件分析及研究結果與討論,分別就教育行政機關,以及後續研究提出建議,以供政府制定教育政策之參考。 關鍵字:十二年國民基本教育、入學方式、政策變遷

Abstrsct The purpose of this study is to understand the development and history, the process and the type of the policy changes of the enrollment mode of 12-year basic education, and give the suggestions based on the study results to the educational authorities as the references to adjust the enrollment mode and the follow-up researchers in the future. This study used the method of documentary analysis as a tool to collect the data from relevant books, theses, dissertations, journals, MOE website, parliamentary library of legislative yuan, and so on. According to the results of this study, the findings are showed as below: 1.The development and history of the twelve-year basic education enrollment mode has four phases. 2.The development of extending the 12-year basic education: it focused on the vocational education before 1999, and the 12-year basic education after 2001. 3.The policies of the 12-year basic education enrollment mode has been changed for 4 times. 4.The problem stream came from the shortcomings of the enrollment mode, the protests from educational revolution groups, and the social events. 5.There always has policy stream, but the version is different from time to time. 6.The political stream mainly came from the termination of the martial law and the presidential elections. 7.The 4-time policy changes of 12-year basic education enrollment mode belong to policy succession. 8.Both of the “junior high school graduate volunteering enrollment counseling program” and the “enlargement of exam-free admission program of general and vocational high school, and 5-Year junior college” belong to the type of linear succession of policy succession. 9.Both of the “general and vocational high school multiple entrance program” and the “exam-free admission and special examination admission of 12-year basic education program” belong to the type of non-linear succession of policy succession. 10.Both of the “junior high school graduate volunteering enrollment counseling program” and the “general and vocational high school multiple entrance program” finally belong to policy termination. 11.Policy succession is the major type of the change of our educational policy. According to the results of this study, we propose some suggestions for the educational authorities and the follow-up researchers respectively.
