台灣製藥產業之分析與創新營運之探討：以晟德藥廠與東洋藥品工業之策略聯盟為例

本研究主著眼於台灣整體藥業之演變歷程及台灣藥業之未來發展趨勢，並深入探討國內藥業之傳統經營模式，最後再將其研究結果進行歸納彙整後，並對台灣藥業提供創新營運之概念與建議，期能促使台灣藥廠可以順勢找到自屬的核心價值與定位，與擬定適合之營運方針，及將藥廠之研發、生產及技術能力與競爭優勢予以向上提升，爾後再佈局國際使能符合精實管理並達規模經濟，以創造企業之價值。近期，行政院正積極推動「生技起飛鑚石行動方案」，此案主為由政府進行策略引導及主動投資，其最終目的乃希望政府能打破學界與業界的藩籬，讓資源得以流通，並透過生技創投專家之協助及引導民間將生技產業列為最有效率之投資標的，以促使台灣藥業可以升級為國內下一個「兆元產業」及使國內藥業可以呈現蓬勃發展之景象。然，有鑑於全球製藥產業結構與環境之快速變遷，作者更期望能藉由本文可以喚醒台灣藥業在企業發展及產品開發過程中，應具備有創新卓越之能力，更必需審慎掌握及正視智慧財產權等之企業價值，且需找到「對」的專業經理人並將公司帶到「創新」的位置上，並佐以創新管理之經營策略，使能創造核心價值及快速提升其內外部之競爭優勢以達企業目標；故本文也強調「人」亦是企業發展勝出之關鍵與重要基石。

This research focus on Taiwan ’s pharmaceutical industry’s evolution and future development trend, explore the traditional management model in detail, then summarizes the research results to propose an innovative operational model and recommendation for Taiwan’s pharmaceutical industry, with the hope that pharmaceutical companies are able to identify it’s core competencies and positioning, formulate appropriate management directions, and enhance their competitiveness in terms of R&D, manufacturing and technology, finally create corporate value via expanding internationally to achieve lean management and economies of scale. Recently, The Executive Yuan is actively promoting “Diamond Action Plan for Biotechnology” under Government strategic guidance and active investment, with the goal to break the barrier between academia and private sector by integrating all available resources. With the help from specialists in biotechnology venture capital to guide private sector by listing biotechnology as the most effective investment subject, uplifting Taiwan pharmaceutical industry as the next “100 Billion Dollar Industry” and a flourishing industry. However, in light of the fast changing structure and environment of the global pharmaceutical industry, through this paper, the author wish to remind Taiwan’s pharmaceutical companies the importance of innovation and excellence throughout the corporate development and product design process, carefully manage core competencies such as intellectual property protection, finding the “right” professional managers to lead the company in the “innovative” direction by deploying innovative management strategies to create core competencies and develop internal and external competitive advantages to achieve organization goals. Therefore, this paper also emphasizes “people” as one of the key foundations for success of the corporation.
