近年來,高科技產業面臨的競爭壓力與日俱增,降低製造成本成為新顯學,為了降低成本,企業界無不紛紛採行外包以樽節成本及增加用人彈性。在半導體晶圓製造廠中的諸多非核心單位,如護士、門禁保全及清潔等工作,已逐漸採部分或整體外包的模式運作。廠務部門雖同樣屬於非核心單位,但由於其工程技術性高且運轉的穩定性與生產息息相關,因此除了簡單的勞力性工作外,仍鲜有業者將其作外包。 本研究即著眼於分析晶圓廠的廠務工作施行外包的可行性。擬以個案公司為探討實例,由相關主管先訂出納入外包的項目、贊同作外包的原因及權重,再針對全體廠務同仁進行問卷調查,這些人將是最直接、最切身的對象。整個問卷設計流程參考層級分析法的觀念進行,問卷結果以盒鬚圖手法作分析。取樣族群層別為「主管、非主管」及「國內同仁、國外同仁」等作區別,以探詢不同群體間的看法。分析結果摘要如下: 1. 歸納出適宜外包的工作項目為:「教育訓練」、「值班運轉」、「IR量測」、「震動量測」及「TCGM換酸換鋼瓶」等五項。不適宜的項目則有:「對廠溝通與協調」、「設備及系統之改善及評估」、「Hook up工程管理」、「文書品管作業」及「異常處理」。 2. 不同群體間的看法或有些許差異,但最終結果顯示各群體對外包的看法大同小異。 3. 進行上述工作外包可達成的效益主要為「節省人力成本」及「使員工專注本業」,同時還可兼顧「降低員工工作風險」及「提升用人彈性」之功效。
In the recent years, high-tech industries confront the pressure from low gross production profit and lots of competitors. In order to reduce cost, the semiconductor manufacturing companies in Taiwan currently are seeking for labor outsourcing. Particularly, the non-business core functions such as nurses、security、and house-keeping tasks have the priority for outsourcing. Facility departments belong to non-business core function either. But due to facility engineering is a higher technology function and it’s operating quality closely impact on the production performance, except some simple labor tasks, less companies adapt their facility department to outsourcing. But, what kind of facility tasks can be outsourced? This thesis focuses on analyzing the feasibility of it. A case company is the study object, and different groups’ opinions, supervisors vs. non-supervisors and domestic engineers vs. foreign engineers, were compared. This paper tries to use questionnaire survey and group decision-making to conclude its feasibility. AHP(Analytic Hierarchical Process) and box-plot methodologies were referred, and the following objectives were achieved: 1. In this research we find “Total Gas and Chemical Management”, “Education and Training”, “On Duty Tasks”, “Vibration Measurement for Rotational Tools” and “IR(Infrared radiation) Measurement” are acceptable. 2. Different sampling groups got common consensus. 3. The benefits from outsourcing are “cost saving”, “facility engineers may focus on system improvement more”, “decreasing employees’ working risk” and “increasing head count flexibility”.
