不動產逆向抵押貸款在台灣實施之研究與探討

摘要


台灣人口在1993年已經邁入高齡化社會,根據本國主計處統計在2008年底,65歲以上老人佔總人口比率約10.7%,成長速度相當迅速,台灣少子化已是全球最嚴重的國家之一,而未來老年人口比例逐年攀升之已經是不可擋的趨勢,不少退休的老人無子女奉養,而台灣「有土斯有財」的關念根深蒂固,台灣自有住宅率排名全球數一數二,到了退休之後身邊只有房子而無錢過生活情形只會越來越多,且台灣近年來不論是勞工保險退休年金制度或是國民年金制度都受到相當大的爭議,再再相顯台灣人民在老年退休生活及社會福利不足的一環。因此在英美等國市場上近幾年發展出一種為老年人退休生活融資的工具─逆向抵押貸款(Reverse Mortgage)。希望透過此研究以探討我國發行逆向抵押貸款之市場性,透過深度專家訪談之方式,以瞭解各方專家對於逆向抵押貸款在台灣推行之看法及其市場性,並根據各方專家所提供之相關建議分析彙整出一套適合我國之反向抵押貸款制度,祈能透過逆向抵押貸款實施增加本國社會福利制度,來減低我國人口老化所帶來之退休金不足和養老資金不足之壓力。

Taiwan's population has become an aging society in 1993, according National Accounting and Statistics at the end of 2008, Ratio was approximately 10.7% of the total population of elderly people over the age of 65, growth rate very fast , Taiwan's low birth rate is the most serious one of the countries in the world, The proportion of elderly population in the future is rising year by year trend can not be stopped, Many elderly retired Parental Support, Taiwan's own residential rate ranked one of the world's leading, to a retirement only around the house and the money over life circumstances will only increase, and Taiwan in recent years, whether it is labor insurance retirement pension system or the national pension system are subject to considerable controversy amassing significant in old age retirement living and social welfare of the people of Taiwan. In the United States and British markets in recent years, the development of a retirement for the elderly living financing tool-reverse mortgages (Reverse Mortgage). I hope this study to explore the issue of Taiwan implementation of the reverse mortgage market depth interviews with experts in order to understand the various experts for reverse mortgages in Taiwan to implement the views of its market, and according to related parties experts the proposed analysis to compile a set of reverse mortgage system suitable for Taiwan's pray can be implemented through the reverse mortgage to increase their own social welfare system, to reduce the pressure of our aging population.
