從電業法探討台灣電線電纜產業未來的機會與挑戰

摘要


人類生活與經濟社會發展,一直以來皆離不開對電力的需求,以當今世界的技術而言,仍須以電線電纜進行電力傳輸,換言之只要有人的存在,無論科技如何發達,電線電纜產業在可預見的時間內都將持續發展。 本研究以我國電業法修正對於電線電纜產業的影響,以及當前能源配製作作為切入點,透過探索性研究的方式,探討歐美電業自由化發展的歷程與日本當前電業自由化的進程,以及德國大量導入電對電力市場及電力系統的影響,並了解台灣當前電業法對電纜產業的影響,將個案中日本、美國、英國以及德國電業自由化的相關法歸制度、發展歷程等資料進行整理,藉由歸納法的模式來比較並分析其中異同,綜合研究結果並加以分析,歸納出台灣未來可能面臨的情境或困難,以及電纜產業與綠能的商機為何。

Human life and economic and social development have always been inseparable from the demand for electricity. In today's world of technology, it is still necessary to use wires and cables for power transmission. In other words, as long as there are people, no matter how advanced technology is developed, the wire and cable industry will continue to develop for the foreseeable time. This study uses Taiwan's electricity act to correct the impact on the wire and cable industry, as well as the current energy allocation production as an entry point, through exploratory research, to explore the process of liberalization of the European and American electricity industry and the current process of Japan's electricity industry liberalization, and Germany has introduced a large number of electricity impacts on the electricity market and power systems, and understands the impact of Taiwan's current electricity act on the cable industry. It also conducts data on the legal system and development history of Japan, the United States, the United Kingdom, and Germany's electricity industry. By sorting out and analyzing the similarities and differences, summarizing the results of the research and analyzing them, summarizing the situation or difficulties that Taiwan may face in the future, and the business opportunities of the cable industry and green energy.
