大型用戶負載最佳省電策略規劃

摘要


近年來隨著經濟的發展及人民生活水準的提昇,台灣地區的電力需求大幅增加,很多大型用戶加入電力系統,因為他們的耗電量很大,所以其負載特性對電力系統的供電品質及能源效率都有重要的影響,大型用戶通常對電力品質的重視大於對能源效率的關注,因而不經意的損失不少能源。即使有心節約能源,也因負載種類及特性的複雜性及省電策略缺乏整體最佳規劃,使得能源效率的提昇效率不彰。為此,本論文針對大型用戶做最佳省電策略規劃,以台電公司及經濟部能源委員會的優惠方案為基礎,考慮所有的可行措施做最佳的省電策略規劃。文中以發展一套快速及精確的分析軟體做最佳規劃的工具,並舉一大用戶做實例以驗證分析軟體的實用性及最佳化省電策略的優越性。本文研究的成果可幫助大型用戶達到省電的效益,對整體電力系統而言也可達到抑低尖峰負載的效果,減少限電的危機,提昇國家競爭力。

Recently, the electric power demand in Taiwan area is largely increasing with the economic development and the upgrading of people living. Many large consumers added into power system, their load characteristics have important affections on the power quality and energy efficiency of power system due to large energy consumption. In general, large consumers may pay more attention on power quality rather than energy efficiency, thus, result in energy losses inadvertently; even if they want to save energy, the increase of energy efficiency is still finite due to the complexity of load type and load characteristics and the load saving strategy without optimal planning. For this, the thesis proposes the optimal planning of load saving strategies for large consumers based on the favorable treats by Taipower Company and the Energy Commission of Ministry of Economic Affairs (MEA), and considering all the feasible measures. An accurate and fast analysis software program is developed for the optimal planning, and a practical case of large consumer is presented to certify the usefulness of software program and the superiority of proposed optimal load saving strategy. The study results of this thesis will provide large consumer with benefit of energy conservation, and reduce the peak load of power system, and thus mitigate the crisis of power system outage for promoting the potential of national competition.
