國防科技產業人力資源規劃之研究 —以中山科學研究院為例—

摘要


對任何企業、組織而言,「人」是最寶貴的資源,如何加強人力資源管理並有效運用人力資源,是未來企業成長、經濟發展與國家進步最為重要的一項課題。其中,人力資源規劃可說是人力資源管理成功與否的重要關鍵。在人力資源規劃的相關研究上,目前並未有對具研發性質的公務機關---國防科技產業予以探討之論著。   本研究採用個案分析的方式,進行結構性訪談,以國防科技產業中之中山科學研究院為研究對象,主要研究目的為: 一、透過文獻的探討,深入瞭解人力資源規劃之相關概念及運作情形,歸納整理出適合國防科技產業之人力資源規劃模式架構。 二、分析我國國防科技產業實施人力資源規劃之現況與特性。 三、從相關文獻中整理出之國防科技產業人力資源規劃模式,與其實施人力資源規劃之現況與特性相互比較,探求兩者間的差異,尋得適切的改善方法,供我國國防科技產業作為推展或改進其人力資源規劃之參考。   本研究所獲得的研究結果如下六點: 一、國防科技產業人力資源規劃之特性、目的及原則與一般民營科技產業不同。 二、國防科技產業人力資源規劃模式與實證研究發現相符。 三、積極參與軍民通用科技,將對中科院人力資源規劃或人力運用產生重大影響。 四、因應國防預算持續緊縮,中科院各單位之人力資源規劃作法相同。 五、中科院人力橫向調撥機制,實施成效不佳。 六、人力資源供需的預估方法,中科院各單位作法具一致性。   根據研究結果,本論文提出四點對中科院的實務建議: 一、人員年齡層老化,應即早採取因應對策。 二、高學歷人數比例偏低,亟待檢討提昇。 三、因應人事經費不足,爭取預算途徑應多元化。 四、人力資源盤點工作,亟待落實與推展。

For any enterprises or organizations, “human resource” is the most precious resource. How to enhance the human resource management and make use of human resource effectively will be the most important topic for enterprise growth, the economic development and the country progresses in the future. We can say human resource planning is a key successful factor for human resource management. Until now, there is no related research of human resource planning for the industry of science and technology in national defense. This research uses the method of case study, carries on constructional interview of Chung-Shan institute of Science and Technology(CSIST). The purposes of this research focus on the following topics: 1.Through the review of related literatures, I hope to understand the related concepts and implementations of human resource planning thoroughly, and to set up a new model of human resource planning for the industry of science and technology in national defense. 2.To analyze the present situation and the characteristics of our national defense’ industry of science and technology after implementing human resource planning. 3.Compare with previous two purposes, I hope to find the difference of them and provide recommendations to the industry of science and technology in national defense or to improve their human resource planning. The main conclusions of this research are as below: 1.The characteristics, purposes and principles of human resource planning between the industry of science and technology in national defense and private industry of science and technology are different. 2.The model of human resource planning matches the results of case study. 3.The CSIST should positively participate in the development of dual-use technology to improve human resource planning or manpower utilization. 4.As the budget of the national defense is decreasing, the implementations of human resource planning of all departments of CSIST are the same. 5.With regard to the mechanism of manpower Cross-Departments transfer of CSIST, they worked without result. 6.The estimate methods of human resource supply and demand in all departments of CSIST are uniform. The concrete suggestions to the CSIST are as follows: 1.The age of personnel are aging, the CSIST should take actions promptly. 2.The proportion of highly educated personnel is somewhat low. The CSIST should examine the problem urgently. 3.As the funds for personnel affairs are enough, the CSIST should find some other ways to strive for more budgets. 4.The CSIST should verify and estimate the human resource thoroughly.
