私立大學校院經營績效與教育部獎補助款之關聯性研究

摘要

本研究係利用資料包絡分析法(Data Envelopment Analysis, DEA)，分別以CCR及BCC模式評估私立大學整體績效及研究績效，並藉以探討整體績效與現行私立大學校院獎補助經費分配執行情形之相關性，及研究績效與教育部依SCI、SSCI、EI三項論文篇數排名間之相關程度。
　　在探討私校經營績效與教育部獎補助款之關聯性時，主要研究發現教育部分配各校之獎補助款與其辦學績效間無顯著相關，但與學校規模、性質較為攸關。而在探討各私校之學術研究績效與教育部所統計之SCI、SSCI、EI三項論文排名之相關性發現，兩者間並無顯著相關，即論文排名篇數未能客觀表現各校整體的學術研究成果，僅為學術研究的參考指標之一。另外在探討獎補助款與論文篇數排名關聯性之研究發現，教育部分配私校獎補助款與論文篇數排名間具有顯著相關，即教育部分配私校獎補助款可能直接以論文數作為參考依據。

This study use CCR and BCC model of the Date Envelopment Analysis to estimate 35 private universities’ operating performances and research performances. Also to assess the relationship of the MOE’s Funding program and the operating performances, and the relationship between the research performance and the amounts of papers in SCI, SSCI and EI.
The empirical result show that the MOE’s Funding program is not obvious related to the operating performance of the private universities and colleges, but related to the scale and character. Also, we find that the research performance is not related to the rank of the papers of SCI, SSCI and EI, so the amount of these papers is only the reference to the research performance. Besides, the MOE’s Funding program is related to the papers of SCI, SSCI and EI.
