商業智慧應用於醫院管理之研究—以區域級醫院為例—

摘要


由於全民健保及總額預算制度的實施,地區級醫院紛紛努力升級為區域級醫院已獲取更大的預算空間,這使得區域級醫院間的競爭漸趨白熱化,區域級醫院不但要面對健保局這主要的強勢客戶,更因為競爭對手越來越多而利潤空間被逐漸壓縮。隨著商業智慧的技術及工具的成熟,醫院管理者可監控醫院內部的指標支援管理者發揮正確決策、準測預估,如此將有助於醫院在不穩定的環境下仍可保持醫院策略的品質。 本研究結合平衡計分卡精神以及商業智慧設計出一套醫院商業智慧系統解決方案之架構,本研究首先探討在平衡計分卡的財務構面、內部流程構面、顧客構面以及學習與成長構面等四個領域中,醫院有哪些業務需求需要加以分析,並且為這些需求制訂系統功能,其後在資料庫中找出適當的資料以呈現系統功能,並設計相關的維度以及量度,滿足不同觀點的使用者需求,最後設計應用程式,以資訊業界的商業智慧工具架設具專業品質的醫院商業智慧入口網站及相關應用程式。 目前國內導入商業智慧的個案屈指可數,期盼經由本研究可以讓醫院管理者瞭解結合企業管理以及資訊科技的商業智慧觀念,並且利用商業智慧創造兼具醫療品質與獲利能力的優質醫院。

Due to the execution of national health insurance and global budget system, district hospitals were tend to upgrade to regional hospital for higher budget, which incandesced the competition among regional hospitals. Regional hospitals not only confronted the hard customer - Bureau of National Health Insurance, but also more and more competitor arised that compressed profit margin. With the maturity of business intelligence technologies and tools, hospital managers may monitor the performance indicators in hospital to make right decisions and precise estimations, that keep the quality of decision making in the unstable circumstance. This research combined balance score card and business intelligence to develop the architecture of hospital business intelligence system solution. In the first, this research discussed requirements of financial perspective, internal Perspective, customer perspective, and learning & growth perspective, design the functions, dimensions, measures for different user requirements, and finally, we will design the BI portal and applications with BI tools. Presently, there was few cases of hospital applying BI, we expect that hospital managers will understand conception of BI which combine business management and information technology, and create health quality and profitability by this research.
