地理資訊系統應用於免費公車路線調整之分析

摘要


摘 要 發展符合需求之大眾運輸系統為目前重要之交通政策之一,國內大部分的公車路線規劃,主要以收費公車為主,對於免費公車之提供不多,而免費公車與收費公車的特性不同,若是以規劃收費公車的方式對免費公車進行設計,其規劃結果可能往往不能符合設置目標,導致路線重疊率升高,造成與「收費公車爭利」之結果,或造成免費公車在「服務最多的使用者」與「服務最弱勢的使用者」間之政策拉鋸,因此本研究針對免費公車與收費公車間之服務搭配進行規劃與路線調整。 本研究首先回顧不同都市免費公車之型態、服務宗旨及施行成效,並以桃園市免費公車為實例進行探討。桃園市免費公車從民國九十年六月開始營運,至今已三年半,根據本研究初步分析,桃園市免費公車路網與收費公車路網多有重疊,在尊重原實施概念--服務更多之市民、提升社會福利,及有效整合現有資源之前提下,以降低路線重疊率為目標,利用地理資訊系統與最佳化分析理論,建構出免費公車路網規劃模式,並以路線重疊率、服務範圍面積、服務人口數、及服務連續性作為規劃之評估條件。

Abstract Most of bus routes planning mainly focused on toll transits, less on toll-free buses. The characteristics between these two bus systems are fairly different. The design rational for toll-free buses which provide non-operators, but also faces the dilemma of choosing between serving most summed or most needed. This study first reviewed the various types of toll-free buses in terms of service goals and effectiveness, followed by taking Tao-Yuan city as an example for further exploration and analysis. The Tao-Yuan toll-free buses started operation since year 2001 and had been providing services highly overlapped with private operators. Based on multi-goals of serving more citizens, upgrading social welfare, and consolidating limited resources, this study applied GIS (for geographic information system) and optimization analysis on route problem to build a planning model and evaluated by route redundancy, coverage area, and service continuance.
