警察巡邏路線之研究

摘要


現行警察勤務執行方式共有六種,分別是值班、備勤、守望、巡邏、臨檢與勤區查察,其中巡邏勤務被視為具有主動發現問題與遏止犯罪發生之功能,可藉由巡邏勤務來預防犯罪達都市治安之目的(尤國楨,2003)。另外,依巡邏勤務中的顯見原理,即為提升見警率(Police Visibility)可有效預防犯罪發生(李湧清,2001),因此,提升見警率之巡邏路線是解決都市治安的重要依據。 一般傳統巡邏路線大多以巡邏箱為導向,也就是最近鄰點法路線方式來做規劃,相反之,研究中則以最大巡邏覆蓋路線,即為提升見警率之做法為理論基礎,因此巡邏路線覆蓋率越大亦見警率越高,此為研究中評估指標。研究中以台中市公益派出所轄區為研究之範圍,嘗試以牛耕式(Boustrophedon)與空間填滿曲線法(Space-Filling Curve,SFC)所衍生螺旋式與XY軸混合式共三種路線,結合漢米爾迴路(Hamilton Circuit)理論概念規劃巡邏路線,最後再與傳統巡邏路線規劃方法做為說明與比較。 經研究中彙整得知,分為較便利無重複節點與較繁瑣重複節點兩種巡邏模式,結果顯示都以XY軸混合式為最高巡邏覆蓋率,分別為52.7%與69.4%,平均高出現行巡邏路線59.8%之覆蓋率,也說明重複節點高於無重複節點之差異性;然而經由修補與套疊模式後之結果,得知綜合套疊模式覆蓋率分別以牛耕式為97.2%,螺旋式為94.3%,XY軸混合式為85.2%,以牛耕式為最高覆蓋率,最低為XY軸混合式,主要原因研究中以論述,過經由套疊模式中以瞭解,研究中最高覆蓋率可高達97.2%;期望研究成果能應用於實務規劃上,並能夠降低犯罪之發生,提供民眾安全的生活環境。

Police serve in six ways nowadays: on shift, on duty, watch, patrols, check and district inspect. The patrol duty is considered a function of finding problems and stop ping the crime. Patrolling can prevent the crime and protect the cities (Yo Kuo Zing, 2003).Besides, according to the patrolling theory-Increasing the police visibility can effectively prevent the occurrence of crime (Li Chung Ching, 2001), and therefore, lifting the police visibility by arranging the routes effectively is important for the cities. Generally the traditional way to patrol is guided by the patrol boxes, which is the nearest point method. On the contrary, in the research, to increase the coverage of the routes is the way to let the police is seen. In this study, we take Taichung Kon-Yi police station as the example: we try to use Boustrophedon, Space-Filling Curve(SFC), and XY axis three ways, then combine with Hamilton circuit concept to plan the patrol routes. Finally is the description and comparison of the traditional way and this study. We have learned from the research, there are two modes: Convenient non-repeat nodes and more cumbersome repeat nodes, the results showed that the XY axis hybrid has the highest coverage rate: 52.7% and 69.4%, higher than the recent coverage rate59.8%, and the difference between repeat and non-repeat. However, after rearranging, the coverage rates of overlay pattern are: the Boustrophedon- 97.2%, spiral way- 94.3%, XY axis- 85.2%. The Boustrophedon has the highest coverage rate, and the lowest one is XY axis. We hope this rate of 97.2 % can be noticed and helpful to lower crime occurrence, provide safe environment.
