人員排程管理問題模式評估之研究-以國軍監所衞哨勤務為例

摘要


本研究將監所排班人員定義為:在滿足監所或單位排程政策之下,考量單位人力需求及被排班者之屬性及狀況後,以及該場區勤務之需求,在一特定時段內對該單位之戒管人員的休假日程及執勤勤務班次加以計劃的程序,合理分配戒管人力資源,以使所有戒管人力資源可達有效的運用。 所做研究之單位其各項勤務執行皆可謂全年無休,而排程之方式目前無軟體或程式可取代,因此在於人力排程上,其排班公平性的良窳亦直接影響戒管人員的士氣,進而可能衝擊到勤務執行的優劣,所以本研究進行之改良方式其最基本要求,即將所有勤務時間合理並平均分攤所有戒管人員;爾後,其餘如人員心態問題或戒管人員屆退勤務交接問題等,則亦屬管理排程人員應努力之方向。 本研究經由完整資料收集將場區規劃、執勤班別、排班規則、業務執掌及排班政策做一整理,並完成改善後排班模式之建立,建構一排排程時間短、執勤時間平均之模式,模式進行可配合排班過程調整戒管人員之勤務屬性,提供管理者或其他排班者在進行排班作業時能依戒管人員屬性的及時變動而再排下一班時有所參考,進而節省排班所花費的時間,並提高排班結果的可靠性。

This research will supervise and arrange an order according to class and grade personnel will define: In satisfied to penitentiary or unit is under the policy . Considering unit manpower demand and attribute of the warder an ordered according to class and grade and behind the state to arrange, and this place demand of duty. the shift schedule includes holidays for each warder during a certain period should be planned as a produce. Assigning warder services the human resources rationally, so that all exhortations are in charge of the human resources and reach effective application . Every kind of services is carried out though the whole year . So far, no software or program is available for arranging this kind of the scheduling. The fairness of this manpower schedule will consequently effect the morale directly and may even influence their performance . The basic requirement for carrying out to upgrade an advance way in this paper is that the total service time has to be distributed evenly among all warders. So that the others problems of personal altitude, and how to take over services of soon-to-be retiring persons etc.,too, attribute to the ways of what direction should the scheduling person find out correctly. With information collected in this paper , the shop plan ,service squad classification, scheduling rule, operation control and scheduling policy, all have been accomplished and remade revised it to become an advanced scheduling mode. The mode must have a short scheduling and average service time has to be set. The mode proceed that can meet the process of squad-scheduling and readjust the service attribute of warders. According to the timely variation of warders’ services attributes for the next scheduling also with it can be provided for the leader or the person , who makes schedulings while in process of schedulings. By that, you can save a lot of time and increase the reliance on scheduling.
