企業導入商業智慧系統之障礙研究

A Study on the Barriers of Implementing Business Intelligence Systems in Business Context

摘要

在現今全球劇烈競爭的經濟環境中，不論是哪個產業或是企業，都比過去面臨了更為艱難的經營挑戰與經營環境。再加上知識經濟時代已經來臨，所有企業越來越重視企業內部資訊的管理及運用，商業智慧系統已然成為企業最好的解決方案。然而綜觀整體，有些企業導入商業智慧系統成功，也有些企業雖然是系統上線但卻績效不彰，更有許多企業遲遲無法將系統正常運作。究竟導入商業智慧會遭遇那些障礙呢? 本研究希望透過個案研究來探討導入商業智慧系統的障礙因素，也希望藉此研究提供企業一些導入前運作的實施要點與導入中運作的實施要點，希望能藉此個案研究能對企業主或資訊人在選擇與導入商業智慧系統系統的過程中能有所幫助。
本篇論文共分為四個章節，第一章為緒論，說明本研究的動機與研究目的；第二章為文獻探討，簡介商業智慧系統及其與其他系統間的差異，及其導入可能之障礙因素；第三章為研究方法，說明本研究的研究架構、研究設計與方法、研究方法與執行說明以及研究流程；第四章為個案分析，針對個案公司背景做說明以及個案公司現有系統簡介；第五章為結論與建議。
研究結果發現，企業在導入商業智慧系統時所遭遇之障礙。於管理方面有：Scope過大、導入時間超過預期。技術方面有：對於BI未有充分的了解、BI軟體技術面問題、跨系統整合困難、整合性資料驗證困難、顧問公司培養人力不易、顧問公司募集人力困難、顧問公司間削價競爭、系統與公司的不協調、企業本身資訊化程度不夠、資訊人員程度不佳導致資料來源提供錯誤，導致Meta Data整合困難。組織方面有：部門間利益衝突、使用者抗拒、人員異動。

In current economic environment with global violent competion, no matter what industries or enterprises all have encountered the difficulties of management challenge and environment disturbance than the past. In addition, the advent of knowledge-driven economy, enterprises all pay attention to the application and management of the information inside corporation, more and more. Therefore, the Business Intelligence System has already become the best solution. However, some companies implemented their BI systems successfully; some did not perform effectively in their new on-line system, and some failed. How many barriers of implementing Business Intelligence Systems in business context? This study expects to provide the corporate with the implementation references through a series of case studies. The study aims to help the IT/IS personnel to shorten their learning cure and provide the management with useful implementation tips.
The research finding indicate that there are three dimensions constructing the barriers of implementing BI system: Management, Technology, and Organization. The barriers in Management dimension includes: the scope is out of control; the implementation-time exceed expectancy. In Technology includes: the unreal understanding of BI; the technique problem of BI tool; the difficulty of integrating systems; the difficulty of testing and verifying data between multiple systems; the difficulties of personnel recruitment, trainning, and the markdown war for the consultant firm; the unmatch between system and company; the low computerization of the company; the unreadiness of IT person. In Organization includes: the conflict between departments; the users’ resistance to change; the transference of person.
