從政治行為觀點探討資訊委外專案影響之研究

摘要


資訊委外己成為現今企業重要競爭策略之一,有關資訊委外的研究,大多學者圍繞在經濟及技術方面,但針對從從政治行為觀點來探討資訊委外的相關研究卻少之又少。本研究從政治行為的觀點,以個案研究方式來觀察資訊委外專案過程中,資訊委外專案成員為了自身利益,利用那些資訊委外專案問題來運作政治行為,而政治行為的運作對資訊委外專案產生的影響。希望藉著本研究能讓相關資訊委外的專案人員了解,在專案過程中非理性的政治行為會對專案造成哪些不良影響,及哪些措施可以降低非理性政治行為的發生,以期能預防非理性政治行為對資訊委外專案產生的破壞性影響。   本研究選擇二個有政治行為的資訊委外專案的個案,經蒐集文件、訪談、觀察等多重資料,進行歸納整理及分析資訊委外雙方成員是藉由那些「委外專案問題來源」的機會來運作政治行為,而這些政治行為又為資訊委外專案帶來那些影響。本研究由實證結果驗證9個假說,有8個假說獲得支持,1個假說不獲得支持,結果說明有資訊委外雙方成員由八個資訊專案委外問題來源(缺乏共同價值觀、衝突的解決方案和流程不明確、資訊不對稱、變革抗拒、委外契約訂定不明確、缺乏信任、績效評估制度不明確、專案管理不良)發生專案問題的機會運作政治行為。本研究發現在許多不同種類的政治行為中,資訊需求企業人員的政治行為可歸類為攻擊、防衛二種類型,而資訊供應廠商的政治行為可歸類為攻擊、自保二種類型。這些政治行為對資訊委外專案帶來負面的影響,但是也有以「滿足」委外雙方成員的「交換」類型政治行為會為資訊委外專案帶來「完成專案」及「提昇專案績效」的結果。另外,本研究發現資訊委外專案中有強大的「上層壓力」,將會抑制委外雙方成員運作政治行為的機會與空間。

The information outsourcing become one of enterprise's important competitive strategies , study about the information outsourcing, most scholar is it in economy and technology , direct against from is it probe into relevant few from the political view study. Study this from the political view , is it observe information outsourcing project by way of case study, project members make use of project question to operate the political behavior for one's own interests, and the influence to project of operation of the political behavior. It makes the information outsourcing project personnel find out about to hope to make use of this study, which harmful effects unrational political behavior in the course of project will cause to project, and which measures can reduce the emergence of the unrational political behavior , expect to prevent the unrational political behavior to the destructive influence the information outsourcing project. The study choose the information outsourcing project with political from two cases, in the forms of documented data,interviews, and observation, sum up and put in order and analyse that the members of both sides are that the chance of ' the question source of information outsourcing project ' operate the political behavior with the information outsourcing, And these political behaviors bring those influence for the Information Outsourcing Project. the survey research is included to test the 9 hypotheses. Finally, among these 9 hypotheses, 8 of them are supported statistically significant and one hypothesis was rejected. The result states the information outsourcing project member’s political behavior of chance operation project question takes placed by eight question sources of information outsourcing project. We group 21 kind of political behavior, Customer’s political behavior can be sorted out in order to attack , defend two kinds, and Contractor’s political behavior can be sorted out for attacking , two kinds of self-insurance. These political behaviors bring negative influence on the information outsourcing project, but too it have it is with meeting the member not of both sides one ' exchange ', type behavior not political will bring ' finish project ' and ' promote it project performance '. In addition, originally discover that there are strong ' the upper strata pressure' in the information outsourcing project, will suppress the chance and space of the political behaviors of project member's operation.
