分析半導體設備採購策略之關鍵要素與關聯性

台灣半導體製造業在全世界半導體供應體系中扮演舉足輕重的角色，對於生產設備供應穩定度的需求致為強烈。但是，台灣的製造業者受限於設備供應商皆為歐、美、日本公司，故除了半導體特殊的景氣循環外，半導體製造公司在設備採購過程中，尚需面對快速變遷的國際貿易環境，因此，採購生產設備即是台灣半導體製造公司重要的課題，故本研究關注於半導體製造業者在設備採購策略之關鍵購買要素與關聯性。本研究利用專家深入訪談及實驗室決策分析法（DEMATEL），探討採購半導體生產設備的影響要素，藉由專家訪談及問卷調查，期望獲得半導體採購決策相關要素與其關聯性提供決策者參考，進而提供相關製造業者在設備相關供應鏈中更好的採購管理方案。本研究發現，決策者應該特別注意可行性需求、財務效益與使用壽命（設備及其相關）等評估作業，這三項採購決策要素屬於影響性要素，會影響決策者對於設備購買上的其他評估要素，故可行性需求、財務效益與設備使用壽命是半導體決策中最關鍵的要素。此外，交易規則、財務風險、維修零件成本與消耗性零件成本之表現，則是在設備決策要素中的被影響性要素，亦即此類型的要素受到其他要素影響甚深，成為半導體設備購買決策中的考評設備績效的要素。透過本研究分析，確立採購策略影響之關係，可協助半導體設備需求者能更系統性執行採購策略，達到更快速的反應產業景氣變化。

The Taiwan semiconductor manufacturing industry acts the pivotal role in the world semiconductor supply system. Similarly, it intensely needs the supplying stability of production equipment. However, Taiwan's manufacturing industry is restricted in the equipment supplier all to come from European, American, Japanese corporation. Therefore, besides the semiconductor special boom-and-bust, the semiconductor manufacture company in the equipment purchase still has to face the fast vicissitude the international trade environment. The purchasing of production equipment is the important topic for Taiwan semiconductor manufacturing company. This research focuses on the essential factors and relatedness in the strategy of equipment purchase. There are expert interview and the DEMATEL analytic methodology are used in this research. This research is to seek the influence of equipment purchase and its core factor. By means of expert interview and the questionnaire survey, we expect this research could be beneficial for semiconductor equipment procurement while top manager doing decision-making. This research reveals that policy-maker should pay more attention to the feasible demand, the financial benefit and the service life particularly (equipment related) in these appraisal works. The above mentioned three core factors can affect the policy-maker in other appraisal process. Therefore, the feasible demand, the financial benefit and the lifetime of equipment are the most improtant factors to purchase equipment of semiconductor manufacturing. In addition, transaction rule, financial risk, performance service components cost and consumptive components cost are affected by the above mentioned factors. In other words, they are deeply influenced and become the key factors in the assessment of equipment performance by decision-maker. By way of this research analysis, we may assist them to have well execution of purchase strategy and achieve with rapid response in this changing this booming industry.
