國軍後勤補給外包化最適經營模式之研究

摘要


面臨國軍組織變革,後勤部隊兵力逐年精簡,為有效降低後勤人力維持及成本,達到最大後勤支援效益,實為國軍後勤補給作業之挑戰,致積極運用國內資源、提升國軍後勤效能,遂構成本研究之主要動機。 「外包」之經營模式係為因應組織變革,用以創造競爭優勢的策略之一,藉有效運用內、外部資源,以提升組織競爭力。此種經營模式可解決組織內許多問題,但亦可能為組織帶來新的風險,故運用在不同的組織結構中,必需考量組織的特性及環境背景,方能使外包動機與策略目標相結合,以產生最大效益。本研究藉研析外包策略基本理論,考量國軍後勤補給運作模式,建構符合國軍後勤補給外包化之最適經營模式,期對未來國軍後勤補給規劃提供多元化思考方向。另透過專家問卷驗證,探討外包時可能產生的效益及風險,建立外包評估指標,研究著重於外包對國軍後勤補給作業所產生正、負面影響的辨識,並運用層級分析法(AHP),評選出國軍後勤補給外包化之最適經營模式。 經研究發現,國軍後勤補給作業在評選外包方案時,需以組織核心價值、資源整合調配及軍事安全維護為優先考量因素,以期完成精簡國軍組織人力目標及達成組織長期發展願景;在可行方案的建立上,經由專家群體決策的評估,認為國軍後勤補給外包化之最適經營模式,應以軍民企業共生的角度為前題,建立一套符合國家現況的評估機制,檢討委由外部適合的供應商辦理外包,以求有效而經濟地達成後勤補給的使命,實踐國軍後勤組織改造精神。

Organizational changes facing the military, logisics, troop strength year after year to streamline, reduce the logistics for the effective maintenance and manpower costs, maximize logistics efficiency, in fact, military logistics operations to meet challenges, caused by active use of domestic resources, improve the effectiveness of military logistics, thus constitute the main motive of this study. "Outsourcing" business model system in response to organizational change, to one of the strategies to create competitive advantage through effective use of internal and external resources to enhance organizational competitiveness. This business model can solve many problems within the organization, but may create new risks for the organization, it is used in different organizational structure, necessary to consider the organization's characteristics and environmental background, motivation and strategy side outsourcing objectives can combine to produce the maximum benefit. The study by Research and Analysis outsourcing basic theory, consider the operation of military logistics, military logistics construction to conform to the optimal business model of outsourcing, the future of the military logistics planning for the diversity of thought. Another questionnaire through expert validation of the potential benefits when Waibao and risks, establishing outsourcing evaluation indicators, research focused on the outsourcing of military logistics supply Zuoye pairs generated by the positive and negative effects of identification, and use Analytic Hierarchy Process (AHP), select military logistics outsourcing abroad of the optimal business model. The study found that military logistics outsourcing programs operating in the selection are required to organize the core value, resource allocation and integration of the military security maintenance for the first considerations in order to complete the streamlining of the military organization of human long-term development goals and the achievement of organizational vision; in The establishment of viable options, the decision by the expert group's assessment that the military logistics outsourcing of the optimal business model, should be military and civilian enterprises symbiotic angle for the former title, establishing a compliance mechanism for the national assessment of the status review committee by external suppliers for outsourcing process in order to achieve effective and economical logistics mission, organizational transformation practice the spirit of military logistics.
