軍事基礎院校委外方案評估研究-利用層級分析法為研究方法

A Study of Military Academies Outsourcing By Using Analytic Hierarchy Process

摘要


委外為達成組織變革、創造競爭優勢的策略之一,強調有效運用內、外部 資源,以提升組織競爭力。面對環境的快速變動,軍事學校亦面臨有形及無形 的壓力與挑戰,在國軍軍事教育體系正進行改革與精進的同時,本研究希望藉 由研析委外策略的基本理論,並參考國內外軍事學校委外運作模式,建構符合 軍事基礎院校特性之委外評估指標及可行方案,期能對未來軍事教育規劃提供 多元化思考方向。 委外可解決組織內許多問題,但亦可能為組織帶來新的風險,故運用在不 同的組織結構中,必需考量組織的特性及環境背景,方能使委外動機與策略目 標相結合,以產生最大效益。本研究由整體思考的觀點,探討委外時可能產生 的效益及風險,建立委外評估指標,研究著重於委外對軍校內部資源及能力所 產生正、負面影響的辨識,運用層級分析法(Analytic Hierarchy Process, AHP), 評選軍事基礎院校委外可行方案。 經研究發現,軍事基礎院校在評選委外方案時,以核心能力建構、人力調 配運用、機密安全維護、軍方任務遂行、品質提升改善及組織文化調合為優先 考量因素,以能達成組織長期發展目標及完成國軍組織人力精簡為首要評估方 向;在可行方案的建立上,經由專家群體決策的評估,認為現階段最適合軍事 基礎院校實施之委外方案為「行政事務委外」,即通盤檢討學校各項行政支援 工作,委由外部適合的供應商辦理,以求有效而經濟地達成教育的使命,實踐 國軍組織改造精神。

Outsourcing is one of the strategies to reach the organization reform and create the advantages of competition, and emphasizes to increase the organizational competition by using inside and outside resources. Meanwhile, Due to facing the environment changing rapidly, military academies also encounter the pressures and challenges by either visible or invisible way. During the reforming and refining of armed forces educational system, this study is to research the basic theories of outsourcing strategy and to refer the outsourcing model in the foreign military academies, in order to build up the guide line of outsourcing evaluation and the feasible approaches, and provide the diversity of thinking direction for the future military educational planning. Outsourcing is able to resolve many problems inside the organization. On the other hand, however, outsourcing also possibly brings some risks to the organization. Therefore, the features of organization and environmental background must be considered so that the outsourcing motivation could combine with the strategic goals to produce the biggest benefits. On the one hand, this study explores the possible benefits and risks of outsourcing through the integrated thoughtful views. On the other hand, this study puts more importance of recognizing about the positive or negative influences produced by the resources and abilities inside military academies with outsourcing. Besides, this study selects the feasible approaches by using AHP (Analytic Hierarchy Process). According to the result of study, as the outsourcing is proposed by the military academies, the six items, the core ability establishing, the manpower distribution managing, the confidentiality safety protecting, the military mission executing , theIIIquality enhance improving and the organizational culture concocting, are the first priority considered factors. And also, it is primary evaluation direction to reach the goal of organizational long-term development and complete the downsizing of organization and manpower. In terms of the feasible approach establishing, the administrative affairs outsourcing is the most appropriate to be conducted for the military academies in this stage due to the evaluation of the experts’ decision. It is also entirely to review the administrative support tasks in the academies, and those tasks will be outsourced by the outside suitable suppliers. Consequently, the military academies can complete the educational missions efficiently and economically, so that the organization reforming in the armed forces will be carry out.
