企業對非核心業務採取委外方式執行,已是行之有年。在實務上,採取委外方式已確是可達到企業預期的目標及效益。對公務機關而言,委外工作的腳步雖不及民間企業,但近年來,卻已有大幅的提昇。但,由於公務機關的委外工作不若民間企業,其在委外的動機、目的、效益及風險,往往受限於公務機關的特性,對於政策要求、法令限制、成本效益及人員精簡等方面,均較民間企業有很大的差異,故將企業成功委外的模式導入公務機關,往往造成風險大於效益,反而造成失敗的結果。 本論文的主要目的即在於建立公務機關委外工作績效評估模式,主要是導入公務機關在委外工作上的特性,並將效益面及風險面因素納入考量,希望藉此一模式來有效評估公務機關在執行委外工作,其效益及風險的重要度因素,以達成公務機關委外工作的成功。 本論文首先回顧及整理民間企業、公務機關在委外工作上的各類相關文獻資料,並彙整出符合公務機關特性在委外工作上所需考量的效益及風險因素,接著運用本論文所建立的分析指標、以AHP層級分析法,發展出「公務機關委外工作績效評估模式」,並以某公務機關員工上下班交通車委外實例來驗證、分析所建立之評估模式。 本論文希望透過此研究,提供公務機關在委外工作一個最佳的評估模式,以期降低失敗風險,達成委外工作的預期目標。
Business usually outsources their non-core affairs to other companies. And this kind of outsourcing have been executing for many years. Practically, it can help business to meet their expectation target and beneficial result. In point of Public Organization, their outsourcing speed was much fall behind by the Civil Business. But within this few years, their speed had increased a lot. Because the outsourcing concept was different between Public Organization and Civil Business, like the outsourcing reason, goal, beneficial result and risk, usually the above reasons were limited by the Public Organization’s characteristic, with regard to the policy request, statue of limitation, cost benefit and simplifying employee, it also differently with the Civil Business. So, if we implement the successful outsourcing model to the Public Organization, it will make the risk higher than the beneficial result, and at last it will have a failure result. The purpose of this study is to create a outsourcing performance audit model in Public Organization, mainly implement the characteristic of the outsourcing in Public Organization, also bring into the beneficial and risk aspect in consideration, and hope that this model can evaluate the outsourcing work in the Public Organization efficiently, so as to help the Public Organization to have to successful outsourcing work. This Study will firstly review and adjust the type of outsourcing work in Civil Business and Public Organization. And then find out which beneficial result and risk factor accord with the characteristic of the Public Organization. Subsequently, we apply the analysis index (AHP level analysis) which we built up in this study, so as to develop out the outsourcing performance audit model in Public Organization. Finally, we will apply a case of certain Public Organization which outsource their employee’s traffic bus to other company as case study, This thesis hope that it can provide the best outsourcing evaluation model to the Public Organization, so as to reduce their failure risk, and meet the expectation target of outsourcing work.
