摘要

網際網路與行動通訊技術發展與使用，讓一般社會大眾在數位時代下彼此的聯繫更加的緊密，但非營利組織面臨資源的缺乏與數位落差的困境，加上科技使用習慣與設計上並非以實際的需求為主，這些科技的使用往往被排除在照顧社會弱勢族群的社會關懷領域上。然而更嚴酷的是以目前資訊科技發展的速度，資源不足者很可能會成為未來時代的弱勢者，與數位時代逐漸產生鴻溝而處在資訊社會邊緣。本研究以精神障礙就業輔導體系為對象，針對所需的資訊交流平台與精神障礙者之行動關懷兩項需求，以低學習門檻及高實用性為原則，研究利用web2.0社群經營模式與行動網路服務，協助非營利組織發展能融合於原有工作流程與服務內容之中的科技應用。在行動關懷方面運用定位技術與計算幾何實現戶外區域感知功能，並整合行動網路服務即時傳遞感知訊息；資訊交流平台則提供適合非營利組織的網路社群空間有效加快組織資訊的傳遞。透過本研究之執行，加強精神障礙就業輔導體系彼此的社會網絡連結，提升體系的運作成效，並使就業輔導員能夠更有效率的服務個案。

The promising development and usage of the Internet and mobile communications, making the general public mutually tie more closely in the digital era, but the NPOs face a lack of resources and the plights of the digital divide. Coupled with the habit of using technology and which functional design are not to the actual needs mainly for the NPOs, the use of these technologies are often excluded from the field of social care that take care of disadvantaged groups. Moreover even on the rapid advance of IT development, those who are lack of resources are very likely to become the next disadvantaged minority, and this may lead them stay in the margins of IT society and apart from the digital era.
In this study, assisted by the supported employment organization for mental disorders, we focus on the necessary platform for information exchange and the information system of safety care to mental disorders. We also study the probabilities of using web2.0 technology and mobile social network service to assist NPOs to integrate, simply and improve their daily work in principle of highly usability and low entry criterion.
Aspects of safety care, using positioning technology and computational geometry to achieve location-aware in outdoor and integrating mobile social network services into immediate notification of aware message, we can in addition, provide suitable web community space for NPOs about the platform for information exchange effectively.
Through the implementation of this platform, the social network connectedness among the supported employment organizations for mental disorders is improved and the operation on their daily work of supporting mental disorders is also become efficiently than before.
