水圳與周邊空間提供生態系統服務的潛力-以桃園石門大圳埔頂支渠與大牛欄分渠為例

摘要


永續環境是人類社會追求的長遠發展,當環境消弭無法再支撐人類活動時,將面臨不可逆的轉變。生態系統服務作為一種呈現人類社會需求生態系統的方法,讓決策者在對土地及環境的開發上作為參考的基準。水圳在早期作為農用的灌溉渠道,隨著都市的擴張,社會經濟活動的改變,促使農田逐漸減少並轉為建築使用,也造成水圳的機能面臨轉變。人為活動產生了多元的水圳與周邊空間形式,也改變了原有提供生態系統服務的土地環境。 本研究以桃園石門大圳埔頂支渠與大牛欄分渠為研究渠段,檢視水圳與周邊空間提供生態系統服務的潛力。以實地調查與測繪、土地與水利資料收集分析以及半結構式訪談的方式彙整水圳現況空間、活動與釐清水圳與周邊空間提供生態系統服務面臨的挑戰。並以疊圖分析與結構式問卷進行土地條件與認知條件的潛力評估,以歸納並呈現水圳與周邊空間提供生態系統服務的潛力。 經過評估與分析,本研究發現水圳作為人為的流動水域在提供生態系統服務方面,首先要從認知層面讓決策者、管理者與使用者認知到生態系統服務的重要性。 再者建構整合平台,從都市計劃層面納入生態系統服務的考量落實在水圳與周邊土地空間上,在水圳管理上作為跨部門管理的整合的機會,並藉由生態系統服務重新賦予水圳與周邊空間新的角色與機能。 最後本研究認為水圳與周邊空間是居民日常生活的一部分,在檢視水圳與周邊空間提供生態系統服務的潛力的過程,居民以參與的方式表達自己對生態系統服務想法,更能呈現地區的獨特性,以作為決策者對土地開發的參考。

A sustainable environment is a long-term development pursued by human society. When the elimination of the environment can no longer support human activities, it will face irreversible changes. Ecosystem services, as a method of presenting the ecological system of human society’s needs, allow decision-makers to use as a benchmark for reference in the development of land and the environment. In the early days, the ditches were used as an irrigation channel for agriculture. With the expansion of the city and the change of social and economic activities, the farmland was gradually reduced and converted to construction use, and the function of the ditches was also facing changes. Human activities have produced diverse forms of ditches and surrounding spaces, and have also changed the original land environment that supported ecosystem services. This study used Puding ditch and Daniulan ditch as the research canal to research the potential of the ditch canal and surrounding spaces supported ecosystem services. This study use field surveys and sketch, land-use and water conservancy data collection and analysis, and semi-structured interviews to summarize the space, activities, and clarify the challenges of ditch canal. It also uses map overlay analysis and structured questionnaires to evaluate the potential of land conditions and cognitive conditions to summarize and present the potential of the ditch canal and surrounding spaces to supported ecosystem services. After evaluation and analysis, this study found that the ditch canal as a human-made flowing water area, the decision-makers, managers, and users must first recognize the importance of ecosystem services from the cognitive level in terms of supporting ecosystem services. Furthermore, make an integration platform to incorporate the consideration of ecosystem services from the urban planning and implement it on the ditch canal and surrounding space, as an opportunity for integration of cross-departmental management in ditch canal management, and set up the ditch canal through ecosystem services new roles and functions in the surrounding space. Finally, the researcher considers that the ditch canal and surrounding spaces are part of the daily life of residents. In the process of study, residents express their ideas about ecosystem services in a way of participation, which can better present the regional characteristics. Meanwhile, as a reference for decision-makers in land development.
