閒置後軍事地景再利用 -以釋出後之金門軍事坑道為例-

摘要

金門長期禁錮在戰爭陰影下的海上仙島，因地理位置特殊，蒙上一層神秘肅穆的面紗，軍管政策實行，致使金門整體發展有限，進而保留純樸的民風，隨著戰地政務解除後，金門紀錄了戰爭時期之空間符號、地方人文色彩及特殊戰地景觀，遍著生存危機可閱讀到戰地空間文本，釋出後之金門軍事坑道如何、再利用、保存、形塑、營運等問題，是值得探討的議題。

以米契爾•傅科（Michel Foucault）理論與著作，探究軍事設施建構中，發掘知識與權力之間的生產關係，形成一個綿密監控的權力架構，軍事設施是國家權力技術運作的象徵性建築，透過軍人在開鑿軍事坑道的生活節奏與步伐，重新審視特有的軍事文化形式與內涵，發掘坑道空間文化與生活場域所隱喻的象徵意義，從表象的軍事坑道建構中觀察，進而深入探討軍事空間場所的本質。

本研究擬綜合再利用各家說法與國內外坑道再利用保存案例為借鏡，重新審視金門地區留下的軍事坑道空間硬體，探討金門軍事坑道再利用的意義，尋找戰地保存價值及坑道特性與空間意涵，共同營造並重現戰地歷史情境，讓軍事坑道真正內涵由內沿伸至戶外環境，進而提昇人們心靈層次的功能。藉由再利用分析提出解決對策，建立坑道再利用的架構與方法，以謀求不破壞軍事坑道主體，符合現代生活機能與文化休閒觀光，延伸金門坑道再利用實質意義，以提升戰地金門坑道再利用之可行性。

Kinmen is a fairy land which has been long in the shadow of war. Because of the special geographic location, Kinmen wears a misery and solemn veil and this confine Kinmen's overall development, yet the pristine civilian culture has been preserved. Although the military administration was dismissed, Kinmen has already recorded spatial symbols of war-time, local human style and distinctive landscape in battlefield. Under a lot of survival crises, spatial text of war can be read and how to reuse, to preserve, to reform, to operate the military tunnels of Kinman is a topic worth to be discussed.

Referred to Michel Foucault's theories and works, the production relation between knowledge and power during the period of constructing military infrastructure is explored. A power structure with dense monitoring is formed. Military facilities are the symbolic architectures of a nation’s power operation. Through the life rhythm and path of solders’ tunnel mining, some certain military culture and meanings are reviewed. Furthermore, this study discovers the symbolic meanings of spatial culture of tunnels and the symbolic meanings of life field; from the military tunnels construction in sight to the inside element of military space.

This study combines different opinions and take some reuse and preservation cases of domestic tunnels as examples. Tunnel space and hardware left in Kinman area are reviewed and the reuse meaning of military tunnel is discussed. The preservation value, characteristics and spatial meanings are defined and the historical scenario of war time will be created. The significance of military tunnel is extended from the inside to the outside and then hopefully this can escalate peoples’ spiritual level. By the analysis of reuse, some resolutions are made so that the main part of tunnels is not damaged while the framework and method of tunnel reuse are built. Thus the reuse is in accordance with modern life mechanism, culture, leisure and tourism. The practical meaning of Kinman tunnel reuse is extended and the feasibility of tunnel reuse is enforced.
