供應鏈跨國化後之品質管理研究 —以資訊產業個案為例—

論 文 摘 要 自從大陸改革開放以來,由於語言和地利之便,台商在台灣與大陸的兩岸分工上有著絕對的優勢。20多年來的台灣企業外移大陸過程裡,台商在珠江三角,長江三角,渤海灣等地區,都建立了極為綿密的供應鏈。在供應鏈的研究中,有許多以採購觀點的供應鏈管理研究,如最佳採購策略的研究,採購e化的研究…等。但是很少有以品質管理觀點為主的研究。本研究就是以品質管理為出發點,試圖探討在兩岸分工的形成過程中,品質管理會產生哪些變化來因應。根據訪談結果分析,發現品質管理的品質系統部份並不會因為製造部門的外移而有所改變。在供應鏈架構部分,外移時間的長短和供應鏈位置會有上游供應鏈的變化,在外移初期會保持向原有供應商採購的情況,但時間久了就會轉而尋求當地供應商的支援。 基於上述的研究發現,針對製造外移之供應鏈變化,本研究做下列幾項建議: 1.本研究認為每家公司都應建立一套完善的品質管理系統及完備之品質文件。在製造外移的過程中就能夠更容易地讓公司產品的品質有足夠的管控。 2. 規劃外移之初就應該將上游供應商的配合方式及可行的因應方式最規劃,避免因外移產生上游的供貨不順而造成之生產延宕。 3. ISO9001和ISO14001的認證,產品有害物質含量的檢驗以符合歐盟RoHS規範,都是在外移先期中要納入規劃的一部分。

ABSTRACT Since China opened herself to the world. Taiwan has standed at the critical position of Taiwan –China coorperating, due to the language and geographic strength. Dring these 20 years, Taiwan companies have created strong Supply Chains in Zhu Rivr Triangle area , Long River Triangle area and the Bohai sea gulf area. There are many studies of Supply Chain from the view of purchase such as Optimum Purchase Stratege , E-purchase……etc. However there is not many study in the view of Quality. This paper is stusy of Suppy Chain in the view of quality management. Trying to understand the changes of quality management during the manafacting oversea transfer from Taiwan to China. According the the results of interviewing, we found somethings. The Quality Management System will not be changed during the transfer. The Suppy Chain will have some changes due to the time frame and Supply Chain Locatiom. Companies will purchase the material from previous supplier at the beginning. But they will look for local supplier when time goes. This study makes some suggestions for manufacturing transfer Supply Chain change base on above finding: 1. This study recommend every companies must build up a robust Quality Mangement System. As well as completed document are recommended. These well prepared system and document can make the transfer much easier. Also the quality of product built by new factory will be well controlled 2. Companies need to consider their suppliers’ support plan before the transfer. That will prevent some supply problem from happening during the transfer. 3. The certification of international rules such as ISO9001, ISO14001 and the inspection of harzed material for RoHS regulation requirement are important portions of transfer plan.
