生態工法應用於河川堤防規劃設計之研究-以卑南溪新興堤段為例

摘要


從德國Seifert在1938年首先提出近自然河溪整治的概念開始萌芽為世人所接受並由其他國家學者專家相續提出各種類似之看法以後,在國內政府及工程業界也大致以生態工法定調並大力推展之。 本文首先回顧已有之文獻以瞭解前人研究的概念與成果,說明台灣地區堤防護岸工法現況,回顧國外內生態工法及其相關施工案例, 並針對國內堤防護岸工法相關研究之現況做一分析探討。再探討河溪堤防受水流力量的破壞模式及安定分析的理論,配合卑南溪洪水水理演算之分析與完工後的暴雨記錄藉以檢驗柳枝工及木梢沉床是否經的起強大掃流力的考驗,而分析的結果是令人滿意的。 文中介紹池上新興堤防目前豐富生態環境現況的背景,進而闡述柳枝工及木梢沉床應用在新興堤防之作用及其工法原理、設計理念,並就過程中所面臨的問題提出適當的解決對策。說明柳枝工、木梢沉床之施工步驟及其設計調整,且完工後之成果受到數次暴雨颱風侵襲後現場坡面及護腳工的觀察記錄,持續觀察過程中雖然有局部柳枝枝幹受損,但絕大部份坡面柳枝工及護腳木梢沉床工如預期般地發揮作用。最後綜合設計、施工及觀察結果,並加以檢討後提出結論與建議,指出應用本工法之條件和注意事項,作為後續研究之參考。

Firstly, the paper takes a brief look to the concept and result on the document at domestic and oversea, then illustrate the current situation for the dike construction method in Taiwan area. After making a brief study on the construction methods and cases applying to the river dike in the domestic recently, the article point out the possibility of improvement by using the Ecological Engineering Method. This paper then examine the theory of the model for fracture and stabile analysis at dike. And the result is satisfactory in the check for the live-willow-branch and woodtip-bed in case of being attacked by the flood. This article brings up a alternative option engineering method of live-willow-branch and woodtip-bed to enrich the environment for the life form to live. Firstly, this texts illustrate the construction steps detailly and introduce the affect of live-willow-branch and woodtip-bed at the XinXing Dike, and then provide the observation through the duration of typhoon or flood occuring. Finally, the study make an conclusions for the ecological engineering method of live-willow-branch and woodtip-bed that could be refered for the follow-up design, construction and further study.
