應用層級分析法探討陸軍服裝供售補給之關鍵因素

摘要


鑑於民間物流發展已為現代趨勢,在社會發展中佔有相當重要的地位,陸軍於西元2021年1月起亦結合民間物流能量與管理技術,全軍推行官兵個人服裝供補給與銷售之政策,以往每人採定期定額撥補一定品項及數量之被服,部隊也需檢討統一派遣車輛及人力至補給廠庫提領,而改採用年度點數配給制度,官兵可藉由手機APP選購所需之被服軍品,也可以至設立之實體門市套量選購,並採由民間物流業者配送之方式,將官兵下訂之貨品配送至指定的門市,增進軍品補給效率也同時改善部隊後勤工作管理之壓力,然新建立與推行的政策往往會出現許多需要磨合與問題之處,此次研究將探討陸軍軍品補給管理與評估陸軍現行服裝供售之政策,並運用決策管理之「層級分析法(Analytic Hierarchy Process, AHP)」分析各項關鍵元素,藉調製問卷實施數據搜集與分析方式,確立服裝補給政策之關鍵因素,另本次研究結果期可分析新推行政策之缺點,提供部隊未來修正整體供售政策方針參考及改善現行供售軟體APP上缺點之依據,也能提供軍事單位後續欲建置他類軍品管理系統及策定軍品補給政策之參考;藉由此次論文研究,發現其改善陸軍服裝供售補給政策之關鍵在於部隊對於政策命令之傳達、發掘官兵問題及輔導官兵操作等因素,也顯見對於部隊這類型之群體,當有類似或相關政策議題堆動時,所需要優先考慮之問題,只要能掌握其關鍵因素,相對於政策或命令之推行,定能有良好之效果。

Given the modern trend toward the development of private logistics and the pivotal role they play in social development, the Army has, since January 2021, used private logistics and management technology to supply and sell personal clothing to all officers and soldiers. In the past, the Army provided each person with a fixed number of materials such as blankets and clothing on a regular basis and had to dispatch vehicles and manpower to the supply factories and warehouses to collect the materials. After the process was reviewed, it was replaced by an annual rationing system based on points. Officers and soldiers can use a mobile app to purchase the blankets, clothing, and military products that they need, and can also visit the established physical stores to measure their sizes before purchasing. The Army uses the services of private logistics companies to deliver the ordered goods to the designated stores, thereby increasing the efficiency of military product supply, and relieving the work pressure of troop logistics management. However, when new policies are being implemented, problems will often arise during a period of adaptation. This study will examine the management of the Army’s military product supply and evaluate the current policies around clothing supply and sale. The Analytic Hierarchy Process (AHP), which is used to analyze decision making, is employed in this study to examine the key elements, and questionnaires are designed to collect data and investigate the methods, so as to determine the key factors behind clothing supply policies. In this study, we also wish to analyze the shortcomings of the newly implemented policies, thereby providing the Army with a reference for adjusting the overall supply and sale policies in the future, and the basis for improving the shortcomings of the current supply and sale app. This can also provide military units with a reference for building other military product management systems and formulating supply policies in the future. This study has found that the key factors in improving the Army’s clothing sale and supply policies include how the troops transmit policies and orders, identifying the problems faced by the officers and soldiers, and the guidance provided to officers and soldiers on how to use the app. The study also highlights what needs to be prioritized when soldiers and like groups are dealing with similar or relevant policy issues, and good results can be achieved when policies and orders are implemented if the key factors are addressed properly.
