諮商心理師於COVID-19疫情期間對於通訊諮商的準備與需求之探討

摘要 新冠肺炎於2019年末在中國武漢爆發,並快速擴散到各國,是人類歷史上的大規模流行病之一,而臺灣的防疫於2021年5月上升至三級警戒,很多工作型態都需要做調整,學校也開始停課不停學,輔導工作也因無法進行實體諮商,開始轉為通訊諮商的方式進行,運行依據是以衛生福利部於2019年11月29日頒布的心理師執行通訊心理諮商業務核准作業參考原則,由此可見通訊諮商在臺灣是較少運用的輔導工作運用模式,故本研究聚焦於探討疫情期間諮商心理師使用通訊諮商的準備度與需求。 本研究透過訪談六位有通訊諮商經驗的諮商心理師,並以半結構式訪談方式與抽象式階梯進行內容分析。諮商心理師在疫情之下面對有心理健康需求的民眾,運用通訊諮商提供服務,但在往常的訓練中較少有使用通訊諮商的部分,在這個過程中要如何做準備以及可能會有的需求及期待又有哪些。 根據研究結果發現,通訊諮商的不受空間距離的限制,有不同於實體諮商的優勢,是值得發展的一項工作模式,但在政府法規面向、機構設備完善度及與個案合作的部分是想運用通訊諮商時需要持續發展與調整的部分,建議政府可以持續關照通訊諮商的發展並給予資源協助,讓通訊諮商可以在民眾有需求時,提供越來越完善的服務。

Abstract COVID-19 pandemic broke out in Wuhan, China, at the end of 2019, and quickly spread to other countries. It is one of the large-scale epidemics in human history. The pandemic prevention in Taiwan rose to Level III alert in May 2021, and many types of work need to be adjusted. Schools also began to suspend classes , and the counseling work began to be carried out in the form of tele-counseling because of the inability to carry out counseling. The operation is based on the reference principles for counselors to implement the approved work of tele-counseling issued by the Ministry of Health and Welfare on November 29, 2019. It can be seen that tele-counseling is a less used counseling mode in Taiwan. This study focuses on discussing the readiness and needs of counselors to use tele-counseling during the pandemic. In this study, six counselors with tele-counseling experience were interviewed, and the content was analyzed by semi-structured interview and abstract ladder. Facing people with mental health needs under the pandemic situation, counselors use tele-counseling to provide services. However, there is less use of tele-counseling in the usual training. How to prepare for this process and what may be the needs and expectations? According to the research results, tele-counseling is not limited by space distance, and has advantages different from consulting, which is a work model worth developing. However, the government's regulatory orientation, institutional equipment perfection and cooperation with individual cases are the parts that need sustainable development and adjustment when using tele-counseling. It is suggested that the government can continue to take care of the development of tele-counseling and provide resource assistance. Therefore, tele-counseling can provide more and more perfect services when the people need them.
