桃園市社區保母系統訪視員專業核心能力之探究

A Study of the Home-Visit Counselors’ Professional Core Competencies of the Taoyuan City Community Childcare Provider Systems

摘要


本研究旨在探究桃園市社區保母系統訪視員專業核心能力,本研究的對象分為兩部分,第一部分為前導性研究之研究對象;第二部分為正式問卷之研究對象。選擇適合之訪視員、保母進行訪談,藉由訪視員、保母(參與研究者6人次)進行訪談、觀察與文件分析,了解社區保母系統對其自我之專業能力,在正式樣本部分則依據衛生福利部社會及家庭署的資料,進行立意抽樣,分別選取桃園市第一區至桃園市第六區社區保母系統之150名保母及35名訪視員,合計共185份問卷。本研究之研究工具為「桃園市社區保母系統訪視員專業核心能力問卷」,資料處理以描述性統計、t檢定、單因子變異數分析、皮爾森積差相關、驗證性因素分析等統計方法進行分析。本研究結果歸納如下: 一、本研究所建構出的訪視員核心能力共有「專業知能」、「專業技巧」、「專業態度」、「職場溝通」、「資訊管理」等五構構面。 二、桃園市保母與訪視員對於訪視員專業核心能力知覺屬「高程度」,其中以「專業知能」最高,「資訊管理」最低。 三、桃園市保母與訪視員對於訪視員專業核心能力,以工作環境之背景變項有顯著差異,身分、年齡、年資、教育程度、專業背景等背景變項無顯著差異。 四、保母專業核心能力各層面之間呈高度正相關。 五、社區保母系統訪視員專業核心能力質性訪談顯示保母與訪視員知覺重要專業核心能力的部分差異。   根據上述結果提出建議,以供機關、部門、社區保母系統、社區保母系統訪視員及未來研究者之參考。

This study aimed to examine Home-visit Counselors’ professional Core Competencies of the Taoyuan City Community Childcare Provider Systems. The study was divided into two steps. A pilot qualitative study was conducted first to research the competencies of the home-visit counselors. 3 senior Home-Visit Counselors (more than 3 years) and 3 nannies were interviewed to provide their observations and expectations about the home-visit counselors. Along with document analysis, a questionnaire named “The Home-visit counselors’ professional core competencies questionnaire-Taoyuan City Community Childcare system” was developed. The second step of this research was to study the core competencies of the home-visit counselors. The participants included 35 home-visit counselors and 150 nannies that belonged to Taoyuan City Community Childcare system. All participants were asked to evaluate the “importance” and “accordance” level of the competency items. The data processing procedure included descriptive statistics, t-test, one-way analysis of variance, Pearson product moment correlation, confirmatory factor analysis and other statistical methods analysis. The main findings of this study were listed as follows: 1.This research has constructed five aspects of the core competencies of counselors, including “Professional Competence”, “Professional Skills”, “Professional State Degree”, “Workplace Communication” and “Information Management”. 2.In average, the childcare providers and the home-visit counselors of the Taoyuan city perceived the counselors’ professional core competencies as “high level”. Among five perspectives, “Professional Competence” was the highest one, and “Information Management” was the lowest one. 3.No significant differences were found in the perceived professional core competencies by counselors in Taoyuan city in terms of their identity, age, seniority, educational degree and professional background etc. Only district difference was found. 4.High positive correlation was found in the five aspects of professional core competencies f the counselors’ professional core competencies . 5.The qualitative interviews showed that the senior childcareproviders and home-visit counselors perceived differences in the required competences of the counselors. According to the above results, the researcher provided discussions and make somesuggestions with regard to the divisions, departments, community childcare provider systems, counselors and future researchers.
