以資料包絡法探討台灣城市社會福利競爭力

在全球化的潮流帶動下，國家實體疆界的模糊，一方面影響了過去由其所主導之各項政策設計及執行的角色；另一方面，由近年來眾多的城市相關研究中也可以發現，地方政府之重要性已不容小覷。然大多數關於城市競爭力之探討聚焦於經濟層面上的能力是否充足，而較少針對社會福利競爭力之能量做深入之剖析。因此，本研究試圖以資料包絡分析法（Data Envelopment Analysis, DEA）就2010年地方政府改制前之臺灣2直轄市及22縣市（屏除連江縣）進行地方政府社會福利競爭力之初探。經分析後之主要發現包括：一、城市競爭力的重要性；二、社會福利競爭力的特殊性；三、研究遭遇之困境；四、各縣市與整體之社會福利競爭力表現。最後，基於本研究是為針對社會福利競爭力所做之創新實驗性研究，故僅就本次研究過程中所遭遇之各項困難和限制，希冀對日後相關研究能有所助益，並得以進一步深入探討。

With the effectiveness of globalization, the national boundary became much more unstable and unpredictable than ever. On one hand, it changes the role of policy making and policy design that the nation used to be. On the other hand, we could find out the importance of urban city these years through lots of researches about urban competitiveness. But most of them are about the subject of economics instead of social welfare. Therefore, I attempted to make a study of urban competitiveness of social welfare in Taiwan with the application of DEA. Main findings of this study include: (1) the importance of urban competitiveness; (2) the particularity of urban competitiveness of social welfare; (3) dilemma in the study; (4) the performance of social welfare competitiveness of cities. This study is the first one which deals with the topic of the urban competitiveness of social welfare in Taiwan, so several suggestions were proposed to the researchers who have interest in the subject, and wish them could be helpful.
