加拿大高等教育學費政策之研究

論文名稱：加拿大高等教育學費政策之研究校院系：國立暨南國際大學教育學院國際文教與比較教育學系頁數：87 畢業時間：103年/1月學位別：碩士研究生：劉保中指導教授：李家宗博士本研究旨在於藉由歸納加拿大高等教育學費政策相關之文獻資料，透過對照學費政策相關之理論，探討加拿大政府歷年對於高等教育學費政策所採取之作法與改變。輔以加拿大卑詩省(British Columbia)高等教育之學費政策為個案，試探討加拿大高等教育學費政策之特色與各方觀點。根據研究結果，得到以下結論：一、加拿大高等教育學費政策運用成本分擔理論，幫助政府紓解高等教育財務負擔。二、加拿大高等教育學費政策發展歷程可區分為五大時期，不同時期之學費政策各扮演不同角色。三、加拿大卑詩省運用學費凍漲與限制學費的政策，穩定急遽飆漲的學費。四、多元的加拿大高等教育學費政策，可幫助來自各社會階層的學生進入高等教育機構就讀。而根據以上所得之結論，提出以下四點建議以供參考：一、透過成本分擔的概念拓展高等教育經費來源二、藉由探討加拿大高等教育學費政策之歷程與特色，與台灣相關學費政策進行比較三、參考加拿大卑詩省為個案，探討台灣高等教育管理者對學費政策的執行四、印證加拿大高等教育學費政策之特色與各方觀點，豐富國內學生之思維

The purpose of this research is to summarize documents and materials concerning higher education tuition policy in Canada, contrasting theories related with tuition policies, investigating the practices and changes that the Canadian government adopt though out the years. Then with Canada British Columbia province's higher education tuition policy as an individual case study, trying to understand the characteristics and debates in Canada's higher education tuition policy. According to the results, obtains the following conclusion: 1. The concept of cost-sharing used in Canada's higher education tuition policy helps the government ease the burden on higher education financial affairs. 2. The development course of Canada's higher education tuition policy can be divided into five periods, each period of tuition policy plays different roles. 3. Canada's British Columbia province uses tuition freeze and tuition restrict policies to stabilize the rapid rise of tuition. 4. The multitasked tuition policies help students of all social classes to enter Canada's higher education institutions.
