以系統觀點探討跨組織資訊需求規劃-以中部某創新園區為例

A Study of Cross Organizational Information Requirement Planning from a Systems Perspective-A Case of a Science Park Development Project in Middle Taiwan

摘要

資訊需求規劃對於資訊系統開發專案的成敗影響極為重大，而在跨組織的情境進行資訊需求規劃更是困難。政府為了均衡區域發展，規劃於台灣中部成立一創新園區，集合多個未來將進駐此園區的不同產業研究單位參與園區相關規劃。此園區資訊平台的需求規劃，因為參與角色眾多、關係複雜、且單位間的異質性高，共同合作規劃的難度非常高。本研究以此資訊需求規劃的過程為個案，運用系統觀點進行深入探討，以參與角色的認知角度對分析過程的動態現象進行闡述，最後並提出具體建議供未來發展類似跨組織資訊平台規劃之參考。

Information requirement planning has essential impacts to the success of an information system development project. However requirement planning in a cross organizational context is very difficult. The Taiwanese government wants to develop a industrial innovation park in middle Taiwan, and organized a project based on several industrial research organizations to plot the plan jointly. The information requirement planning of the industrial park is extremely difficult due to the heterogeneity and complex relations among the participating organizations. This study analyzed the dynamic process of the planning projects using Ackoff’s systems perspective. The results and suggestions are also discussed.
