本研究主要以社會網絡分析法分析南投縣議會第十七屆與十八屆議員之網絡關係。目前國內對於地方議會自治議題大多集中於法條探討、所屬權責之討論,較少針對議員之間的合作與結盟關係之探討,在一般的想像之中議會內部的陣營分布原因不外乎由政黨及地方派系所影響,而實際情形是否真是由此原因造成,影響力又有多少,以客觀且中立的資料來呈現,是有其必要性。 本文使用南投縣議會所公布之南投縣議會公報,蒐集其登載之決議案中提案人與連署人之間的合作關係,以社會網絡分析法中心性分析後畫出社會網絡關係圖,並以議員的選區、政黨與新任/連任3個因素對議員的影響進行分析。本研究發現對於一般認為影響議員合作關係的選區與政黨其實並不具強制影響,而是由議員的新任/連任影響較大,而在議會場域,議員提案所構成的社會網絡,其中心也不一定是由表面的議長或副議長擔任。
Local governance is an important research topic in Taiwan. However, local legislative study, and especially issues related to how local council representatives interact with each other, has been less examined. This thesis applied social network analysis to study the relationship among local council representatives in terms of their joint actions in proposing legislative initiatives, using Nantou County as a case study. Data are generated from the Legislative Papers issued by the Nantou County Council from 2010-2018. Research results indicate that partisanship was not the dominant factor influencing their joint actions, it was the effects of incumbency (newly elected or the incumbent representative) and the shared interests (from the same electorate) which better explain the network relationship among council representatives.
