南投縣議員肉桶政策之社會網絡分析–南投縣議會第17、18屆建設與工務提案為例

摘要

國內大多數關於地方議會方面的研究，多以係針對議會制度、議員選舉或議會質詢等面向探討並分析，鮮少研究關於議會各項議案所呈現的議員關係網絡。議員與議員之間，因彼此的特殊網絡關係，而形成「共識」與「共事」，如同縮小版的社會網絡。至於這些網絡關係，而衍伸出可能之政治型態，包括政黨立場型，須肩負政黨之意志去執行；政治理念型，具相同政治理念而共事的議員；問政風格型，議員擁獨特或犀利問政風格，會引起其他議員相互交流學習；選區區域型，同選區的議員們，彼此會互相連署該選區所提議案，等同為地方爭取福利，以獲其選民支持；資歷深淺型，議會有資深議員帶領新科議員，包括傳授如何問政或議案討論等；性別群體型，同性別議員會互相關心彼此，熱絡情感交流；專業領域型，議員有各自專業背景與知識領域，如此便會有議員係同領域者，如教育、社會福利等，便會僅針對該議案類別，特別共同作出提案或連署之。本文係採用觀察提案議員與連署議員之間互動網絡關係的方法，無法像問卷調查或訪談方式來直接詢問當事者，這是本研究有所限制部分。

Most of the research on local councils in China focuses on the discussion and analysis of the parliamentary system, parliamentary elections, or parliamentary inquiries, and rarely studies the parliamentary relationship network presented by various bills of the parliament. Members of Parliament form a "consensus" and "collaboration" due to their special network relationship, which is like a reduced version of a social network. As for these network relationships, possible political types are derived, including the political party position type, which must shoulder the will of the political party to implement; the political idea type, where members of parliament with the same political idea work together; the political style type, where members have unique or The sharp political style will cause other members of parliament to exchange and learn from each other; the constituency type, members of the same constituency will co-sign the proposals proposed by the constituency, which is equivalent to fighting for welfare for the local area, so as to gain the support of its voters; seniority type, parliament Senior councilors lead new councilors, including teaching how to ask politics or discuss bills, etc.; gender group type, members of the same gender will care about each other, and have enthusiastic exchanges of emotions; professional field type, members have their own professional background and knowledge fields, so they will Members who are members of the same field, such as education, social welfare, etc., will jointly make a proposal or jointly sign only for the category of the bill. This article uses the method of observing the interactive network relationship between the sponsoring members and the co-signing members. It is impossible to directly ask the parties involved like questionnaires or interviews. This is a limited part of this research.
