台中市社區照顧整合性培力中心執行經驗與挑戰

社區是在個人與政府之間最重要的福利服務基礎，2017年台中市政府整合社區育成中心、社區照顧關懷據點輔導以及樂齡行動教室服務三項服務及社區服務相關資源，成立六區「社區照顧整合性培力中心」。研究方法：本研究藉由質性研究的焦點團體訪談研究方法，進行研究資料之收集，採用焦點團體訪談法的特色，研究者能夠在短時間內針對研究議題，透過互動與討論過程，並從中收集質量豐富與多樣研究資料。研究結果：本研究發現1.在方案過程評估方面，可發現其「正與負的發展過程」；2.在方案結果評估方面，可發現其呈現「油與水的結合」；3.在方案影響評估方面，對於區域資源分配、多元業務整合、人力分配、評選機制有其改變必要性。研究建議：本研究建議有二，建議採取個別專業分區進行輔導以及招標年限採取二至三年一標或評鑑績優者可持續續約。其次，加強培力中心的能量、中心KPI之規劃建請採質量並重、提升KPI之彈性與品質、加強社區與培力中心關係之建立亦極需要。

The community is the most important foundation for welfare services between individuals and the government. In 2017, Taichung City Government integrated three services-community care station, senior classroom services and community work into one service of community incubation center. Six districts named "Community Care Integrated Incubation Center" were set up since then. Research method: this study used the qualitative research method- the focus group interviews to collect data. 5 focus groups were interviewed. The research focused on the evaluation of program in a short period of time and interactions and dialogues were observed. The depth of the views and data, through the process of interaction and discussion were collected. Research results: This research found the following points: 1. In terms of the program process evaluation, it was found that the process of program had been so called that "positive and negative development process"; 2. In terms of the program result evaluation, it showed a kind of "combination of oil and water"; 3. In terms of program impact assessment, changes for the regional resource allocation, diversified business integration, manpower allocation, and selection mechanism of this program should be made. Research suggestions: The research recommendations can be divided into two items. At first, for the government's community counseling service, districts for community center should be divided into 2-4 in order to make it easier to recruit professional organizations to join services. In addition, two to three years for one bid of program would be much more reasonable or those center which were well appraised should be the sustainable renewal; Secondly, strengthening the capacity of the community care integrated incubation center, KPIs should emphasize both quality and flexibility, strengthening the establishment of the relationship between the community associations and the incubation center were needed as well.
