區域社會福利服務中心資源網絡連結之研究-以台東縣為例

摘要


研究目的:「本研究之研究目的有四:一、了解各區域社會福利服務中心工作者對資源網絡的認知;二、了解各區域社會福利服務中心資源網絡的合作與連結情況;三、了解各區域性社會福利服務中心的優勢與資源網絡互動過程中遭遇的困難;四、提出相關建議作為台東縣區域社會福利服務中心在資源網絡連結的參考。」本研究採質性的研究方法,邀請台東縣四個區域社會福利服務中心的社會工作者共計八人參與研究,透過深度訪談及訪談大綱蒐集資料。 研究發現社福中心與網絡連結的互動可分為破冰、融冰與保溫三個階段,另在資源網絡連結過程中受到六個面向的因素影響以及遭遇四個面向的困難,但社福中心本身還是具備資源豐富、位置距離社區近、鄉鎮區域問題單純、服務範圍廣泛以及員工在地性等優勢,且展現積極的能動性,遇到困難也能變通尋找方法因應。另針對研究結果與研究者的反思提出四個研究議題進行討論說明,並提出本研究的結論,本研究發現網絡單位對於社福中心的認知落差包括對以家庭為中心的認知差異、社福中心在地性的零拒絕以及社福中心社工的無所不能等,這些都讓社福中心承接了許多不屬於自己的個案,在缺乏認同及共識情況下,要有效落實個案管理角色並不容易。 最後研究者依據研究結果與討論分別提出在政策與管理上如制定相關法規賦予社福中心更多權力、加強人員的教育訓練,在實務上如透過會議重申強化社福中心定位以凝聚共識,及在未來研究上可擴大研究場域等相關建議及本研究之限制,作為未來該領域研究的參考。

Research purposes: "there are four research purposes for this study: First, to understand the awareness of resource networks by social welfare service centers in various regions.Second, to understand the cooperation and connections of resource networks of social welfare service centers in various regions.Third, to understand the advantages of regional social welfare service centers and the difficulties of the resource network. Fourth, to propose some relevant recommendations as a reference for the resource network connection of the Taitung County regional social welfare service center." This study is based on a qualitative research methods, which includes an in-depth interviews and interview outlines of eight social workers from the four regional social welfare service centers in Taitung County. The study found that the interaction between the social welfare center and the network connection can be divided into three stages: icebreaking, melting and heat preservation. In addition, it is affected by six factors in the process of resource network connection and encounters four difficulties. The Social Welfare Center itself has the advantages of abundant resources, close to the community, simple problems between townships, wide range of services, and employees' locality. It also shows positive mobility and flexibility. According to the result of the research and the reflections of the researchers, this study found that the network unit's cognitive gaps of the social welfare center include family-centered cognitive differences, social welfare center zero refusal, and social welfare social workers' omnipotence etc. These have allowed the Social Welfare Center to undertake many cases that don’t belong to them. In the lack of recognition and consensus, it is not easy to implement effectively the role of case management. Last, based on the research results and discussion, the researchers proposed that enacting relevant laws to confer the social welfare center more power and reinforce employee training in both policy and management. In practice, to strengthen the social welfare center positioning to converge consensus through meeting and expand the research field and other related recommendations and the limitations of this study as a reference for future research in this field.
