本研究以文獻分析法做為主要研究途徑,藉以了解物流業發展趨勢帶給國營郵政公司哪些成長誘因,透過研究結果,對國營郵政公司提出創新的郵政政策。主要內容以物流業發展趨勢及國營郵政公司競爭優勢分析、及預測組織變革過程所生問題,以歸納研究結果來建構郵政政策。首先,以物流業發展趨勢來審視的國營郵政公司外部環境的競爭威脅;其次,以競爭優勢分析來看國營郵政公司在物流市場的競爭能力;第三,預測組織變革所生問題探討國營郵政公司所處困境;最後,歸納研究結果勾勒國營郵政公司的經營策略。研究以物流發展趨勢、競爭優勢和組織變革為關鍵議題。結果發現國營郵政公司對於組織變革較重視內部流程;競爭優勢首重品牌優勢、其次為服務品質可靠性,而法令保護專營權的絕對優勢已無法依賴;在企業經營策略上,競爭對手較重視銷售成長、資產報酬率和顧客滿意度,尤其對於創新服務更為重視。此外分析結果也顯示發展創新策略是物流業發展的競爭優勢指標,並且支持企業成員對資本報酬率及銷售成長率有直接正向的功能,所以優質的郵政政策能否創造良好的績效營收,將取決於顧客對服務滿意度和創新服務的附加價值。
Documents analysis applied to this study, so as to understand how logistics industry affects Taiwan postal company(T.P.C.), and proposes the innovative postal policies. The contents of this study are industry developmental tendency, competition superiority analysis of T.P.C., accompaniment within the organization reform procession forecast, and postal strategy construction by generalizing the study. First, differentiates the external competition from T.P.C. by logistics industry developmental tendency: the competitors take selling growth, the property remuneration rate, the customers’ satisfaction degrees, and the innovative service seriously. Second, examines the competitive ability of T.P.C. in the logistics market: emphasis on public praise and service quality more. Nowadays, the right of the mail sole dealership has not existed anymore. Third, forecasts the issues and the predicaments happen during the organization reform procession: we find that reformations lay particular stress on internal procedures. The conclusion tells us that the innovative development is the crucial index of logistics development strategy and it has positive influence on selling. Therefore, creating the achievements must depend on the customers’ satisfaction and the innovative service.
