論文名稱：基層地方政府災害防救管理之研究－以南投縣為例－校院系：人文學院公共行政與政策學系頁數：209 畢業時間：2008年1月學位別：碩士研究生：洪維彬指導教授：梁錦文博士論文摘要台灣位處於西太平洋颱風及環太平洋地震敏感帶上，因此颱風、地震、水災、土石流等天然災害的發生機率頻繁，不時威脅著我們的生活環境，而為大家所深切關注。政府近年來雖已通過「災害防救法」，著手推動一系列的災害防救研究計畫及政策執行，但隨著科技的發達與社會迅速的變遷，再加上人口密度增加，重大災害發生時，大部分地方政府首長對於災害防救工作仍無概念，以致於相關單位無法有效整合應變而受到民眾責備及質疑，因此，暴露出台灣災害防救體系在救災第一時間的混亂及緩慢的問題。本研究將以南投縣各鄉（鎮、市）層級災害防救體系為研究個案，並以新制度理論的觀點來探討災害防救管理之組織面及功能面，藉由文獻分析法、案例分析法及深度訪談，加以檢討、整理及歸納，探討目前南投縣各鄉（鎮、市）地方政府災害防救管理體系的問題與需改進之處，並針對研究中所發現之問題，提出建議供中央及地方政府在災害防救處理機制之參考。關鍵字：災害防救管理體系新制度論災害應變中心重大災害地方基層政府

Advisor Name: Prof. Abraham K. M. Leong. ABSTRACT Taiwan is always destroyed by many natural disasters such as typhoons, earthquakes, and earth flood. These disasters are happened in Taiwan because of its geographic and geologic sites. The people on Taiwan are suffered by their harms and threats. The Government in Taiwan has passed many rules and guidelines, in which the policies and rules of the developed countries such as USA and Japan are employed or referred. These rules and guidelines were examined encore especially after the 921 accident in 1999. Besides the rules and guidelines are examined, the applications of them are the very important, especially in the disastrous prevention and relief. From the viewpoint of management and governance, the resources and commander systems in the executive local governments play the decisive roles. Nantou County, the mostly disastrous place in recent years, experienced many disastrous prevention and relief. Thus its experiences provide us to analysis the managements and governance of that system. The author in this thesis aims at analysis that system from the neo-institutionalism. He encouraged himself to discover the problems in that preventions and relief system from the methods of documentary, case study and depth-interviews.
