摘要

本文關注於臺灣社區工作的挑戰與困境，以南投縣埔里鎮望成社區的行動研究歷程為例。從文獻分析中，已初步解答本文之研究問題；而從中所歸納出的社區工作挑戰與困境之形態，也透過執行老人福利餐廳業務中所蒐集之資料加以驗證；並且進一步運用紮根理論資料分析方法，針對深度訪談社區領袖與工作日誌之資料進行分析。本文的研究發現再次證實過去許多研究已確認的社區工作困境形態；更進一步本文以鮮明的圖例詳細說明，社區工作中政策層面、政府業務執行層面，及社區層面等三者之間的動態關係。最後，本文建議無論是社區工作的概念層次、或執行層次，皆強調以議題基礎為導向，以及將社區培力作為推動社區工作的主軸，也作為未來研究可討論的方向。

This research focuses on exploring the challenges and constraints in Community Work in Taiwan through the action research process in the Wancheng Community located in Puli Township, Natou County. Literature review was done for forming a preliminary understanding in relation to the research question. Patterns of challenges and constraints from the literature review were further examined through data generated in the processes of implementing an elderly hot meal program. In-depth interviews of community leaders and field journals were analyzed using grounded theory data analysis methods. The finding of this study has confirmed patterns identified in many prior research. It has further provided vivid illustrations to the dynamics of issues in relation to community work in the contexts at policy, program and community levels. It is suggested that community work is conceptualized and implemented from an issue-based approach and that community enabling is to serve as main focus. Implications for further research are discussed.
