全球在地化的來臨,公共服務的提供不在是由政府單獨提供,而是由跨部門的形式,融合了第一、第二、第三部門,共同提供地方的公共事務,這也是治理模式的具體實現。在台灣的老人照顧上,也朝向此一思潮邁進,在服務的提供上也朝向在地化、跨部門的服務提供。本研究即針對老人照顧的此一趨勢進行研究,針對位於埔里具有特殊運作方式的菩提長青村進行老人社區照顧的研究。從「網絡治理」與「組織自主性」的分析觀點切入,透過質化研究的訪談資料進行分析,並蒐集相關文獻與資料進行研究與論述,希冀歸結菩提長青村的網絡治理策略,並剖析影響其組織自主性的要素。 在研究中發現,菩提長青村與網絡中行為者的互動關係多為無形資源的雙向互動關係,且雙方間的信任關係對於網絡的互動影響頗深。而菩提長青村的網絡治理過程中,對於外界資源的低度依賴,及其本身的價值理念,是保有其組織高度自主性之關鍵要素;而外在環境的法規制度則對於菩提長青村的組織自主性產生侷限。從菩提長青村的研究分析中,對於老人社區照顧的信任與組織自主性之建構,在信任的建構上,社區組織應建立課責機制、建立組織本身的價值理念、並從個人間的信任建構開始;在自主性的建構上,於資源依賴上,社區組織要平衡與網絡中行為者的互動關係、逐步減低對政府的資源依賴、組織不汲汲資源的發展、培力組織擁有評估社區需求與決定資源進入與否之能力;於價值理念上,培力社區擁有「老有所用」的價值理念;於法規制度上,保留社區能夠自主運作的政策空間。當然,上述這幾點雖不能放諸四海而皆準,但應值得社區組織推動老人社區照顧之學習與借鏡。
The‘Glocalization’is coming, therefore, government doesn’t singlely provide public service. The public service system cooperates with the first, the second and the third secter. The stream of thought is tangiblely implemented in elder care in Taiwan. The study focus on this trend of elder care by community and adopts the Bodhi Chang Ching villege as the case study. Subsequently, the author proposed to interview some actors in the network of Bodhi Chang Ching in order to investigate the relationship between network governance and organizational autonomy using qualitative research methodology. In addition, the author compared the literatures and collected information with official data to study the relationship between the organizational autonomy of Bodhi Chang Ching villege and network governance. The results showed that characteristics of network governance of Bodhi Chang Ching villege are invisible resource interaction, highter organizational trust, lower resource dependence and has special value leadership, but the institution limits the autonomy of odhi Chang Ching villege. In summary, a ideal type of the elder community should have some characteristics as follows: community must balance that interact with actors of network, community shouldn’t develope more resource, empowering community has ability to evaluate needs of resource and decide to bring resource, community has its value and reserve autonomy spece for community in institution and policy.
