南投縣國民小學學校創新管理與教育品質關係之研究

A Study on the Relationship between School Innovation Management and Education Quality for Elementary Schools in Nantou County

摘要


本研究旨在探討南投縣國民小學學校創新管理與教育品質之關係並比較不同背景變項的國小教師在學校創新管理、教育品質上的現況知覺及差異情形,以及分析學校創新管理各層面對教育品質的相關情形及預測力。 本研究以南投縣現職國小教師為母群體,依據研究架構編製「南投縣國民小學學校創新管理與教育品質之研究」調查問卷為研究工具,採用問卷調查法進行分層叢集抽樣及配額抽樣調查,依學校班級數類別(6班以下、7至12班、13班至24班、25班以上)抽取各類別學校數的三分之一,合計49所學校,共532名國民小學現職教師,有效樣本為497份,回收可用率為93.42%,調查資料回收整理後,將有效問卷以描述性統計、獨立樣本t考驗、單因子變異數、Pearson 積差相關及迴歸分析等統計方法加以分析,將研究結果歸納出以下結論: 一、南投縣國小教師知覺學校創新管理現況屬於中高程度重視,其中以「行政管理創新」層面的得分最高。 二、南投縣國小教師知覺教育品質的現況良好,其中以「學生學習」層面的得分最高。 三、南投縣國小不同背景變項的教師,其中以「年齡」、「學歷」、「年資」、「職務」、 「規模」在「學校創新管理」及「教育品質」之分層面與整體均達顯著差異。 四、南投縣國小教師知覺「學校創新管理」與「教育品質」相關情形為高度正相關。 五、學校創新管理對整體教育品質具有預測力,以「學生展能創新」預測力最高。 綜合上述研究結論,本研究提出下列建議供參考: 一、對教育行政機關之建議 (一)教育行政機關宜全面推動學校創新管理方案,提升學校教育品質。 (二)教育行政機關宜訂定學生展能創新之獎勵措施,藉由「學校創新管理」推動進程,提升學校整體效能。 二、對學校組織之建議 (一)學校行政人員展現行動力,帶領同仁參與學校創新管理,促進教育品質提升。 (二)有效整合學校內外部資源,營造良好的教育夥伴關係。 (三)暢通校務與行政參與管道,活絡學校組織創新管理。 三、對國民小學教師之建議 (一)發揮年長及年資深者的影響力,分享寶貴經驗,營造優質學習組織文化氛圍。 (二)鼓勵教師嘗試活潑創新的教學方法,提供學生發表創意的舞臺。 三、對未來相關研究之建議 (一)蒐集更多樣本進行跨樣本分析驗證。 (二)進行實地觀察及深度訪談之質性研究方法驗證。

This study aimed to explore school innovation management of elementary schools in Nantou County and the relationship between education quality. Furthermore, this study also compared the different background variables of elementary school teachers in school innovation management, teaching status on the effectiveness of the differences of perception and thus analyzed different face layers of school innovation management of the relevant circumstances of education quality and predictive power. This study took teachers in elementary schools in Nantou County as participants. Moreover, a questionnaire on the base of stratified cluster random sampling and quota sampling about the relationship between school innovation management and education quality was designed. One-Third of 532 teachers are included in 49 schools in total which contains less 6 classes, 7-12 classes, 13-24 classes and more than 25 classes. Results were collected based on 497 effective samples and 93.42% of effective sample rate. Independent sample t-test, ANOVA, Pearson product-moment correlation and regression analysis and other statistical methods are applied in this study. Results are listed as follow: 1.” Administrative innovation managemen ” gets the highest score in school innovation management . 2. ” Students’ learning ” gets the highest score in education quality . 3. Among the background variables of school innovation management and education quality , the elementary school teachers in Nantou County reported significant difference in terms of “age”, “educational background” , “year of service” and “current position” , “school size”. 4. School innovation management and education quality show highly positive correlation. 5. School innovation management are predictable to the whole education quality and “students ability” gets the highest score. According to the conclusion, this study proposes the following recommendations for consideration: 1. Suggestions for the educational executive institution: (1)Educational administration should fully promote school innovation management solutions to enhance the quality of school education. (2)Educational authorities should set incentives for students to show energy innovation, with "School Innovation Management" to promote the process, enhance the overall effectiveness of the school. 2. Suggestions for school organization: (1)School administrators show action, led by the colleagues involved in school innovation management, promotion of education quality improvement. (2)Effective integration in schools and external resources, to create a good educational partnerships. 3. Suggestions for elementary school teachers: (1)Older and experienced person to play in influence and share valuable experience, creating quality learning organizational culture. (2)Encourage teachers to try and lively and innovative teaching methods, provide students to express ideas stage. 4. Suggestions for the future study: (1)Collect additional samples for cross-sample analysis and testing. (2)Field observation and qualitative study could be also made.
